This letter serves to provide notice of a plan by Motiva Enterprises LLC (Motiva) to add a 10,000 gallon
water holding tank to the stormwater/wastewater discharge system at the Motiva Raleigh Terminal. The
terminal operates the stormwater/wastewater discharge system under NPDES Permit NC0022217.
The attached Figure 1 from the 2013 permit renewal application provides a flow diagram of the current
system. The attached Figure 2 shows the proposed layout with the addition of a 10,000 gallon water holding
tank. The tank will be located within the diked area and will receive water from the SPCC tank. The SPCC
tank receives stormwater from the truck-loading rack area. The new tank will be equipped with a water level
gauge and a hydrocarbon sensor and will operate in a normally closed configuration. Periodically,after
inspection,the water in the tank will be discharged to the diked area and continue through the stormwater
system as indicated in Figure 2. If hydrocarbons are detected by the sensors on the tank,the water will either
be tested by laboratory analysis prior to discharge or transported off-site for disposal.
Since the proposed tank serves to provide additional holding capacity for stormwater from the truck-loading
rack area and does not change the overall process flow of the permitted system,Motiva is providing this
notification of planned changes.
