The following restates }-our requests with a response to each belo«~. 1. Please leedicate all buffer impacts on flee site plan. The only proposed buffer impacts are for the proposed road crossing. Impact details for this crossing are illustrated on the attached '`Mem wood Avenue Creek Crossing" sheet. 2. Please indicate flee locations of the protected buffers as overlays on flee site plan, clearly showing Zone I weed Zone 2. The location of protected buffers is illustrated on the attached `Tupper II, Proposed Subdivision" plan (Sheet 2). Zones 1 and 2 are clearly illustrated on this plan. The location of the protected buffers is based on the attached recorded maps. 3. Please provide cross section details showing tlee provisions for aquatic life passage. Cross section. details showing the provisions for aquatic life passage are included on the attached "Merrywood Avenue Creek Crossing" sheet. 4. Flease provide the location of any proposed stormwater practices as required by GC3404. Proposed storm~~•ater practices are illustrated on sheets 2 a~Id _> of the attached plans. Please note that the proposed level spreader for lot 1 is not graphicall}~ illustrated, however, a note on the plans indicates the requirement for a level spreader to collect and disperse flows from impervious surfaces on this lot. A level spreader design for this lot is not practical prior to the selection of a home and site plan. S. Please provide details for the stormwater practices as required by GC34U4. Details for stormwater practices are illustrated on sheet 3 of the attached plans. A complete design package for the extended detention wetland is also attached for your review. 6. Please indicate the diffuse flow provision measures on t/re site plan, applicable worksheets, and signed and notarized Operations and :19airetenanee Agreement. Diffuse flow provision measures at the outlet of the extended detention wetland are graphically illustrated on the site plans. The applicable worksheet for the extended detention wetland is attached along with a signed anal notarized Operation and Maintenance Agreement that covers the extended detention wetland and the level spreaders. As discussed above, diffuse flow provisions for lot 1 are not illustrated on the site plan. Design of the proposed level. spreader for this lot is dependent upon the site plan for this lot, which has not been finalized yet. The owner requests your approval to submit plans for this proposed level spreader at a later date. after the site plan for this lot is finalized. 7. Your site is in a _1'SIcY' watershed and therefore based on your submitted plans, you will need to convert your wet detention basirr B:1'IP design to a constructed wetland and subrr:it your revised plans, worksheets ar:d Operations and alaintenance,4greement. Revised plans that replace the previousl}~ proposed wet pond with an extended detention wetland are attached for your review. Applicable worksheets, a complete design package and a signed and notarized Operation and Mauitenance Agreement are attached for your review. 8. Are lot:'~'os. 3, 7, 3U and 42 buildable without buffer impacts? Plebse provide building envelopes for these lots. As illustrated on sheets 2 and 5 of the attached plans, each of these lots is buildable without buffer impacts. Building envelopes and typical footprints are illustrated on the plans. Sincerely, Scott Mitchell, PE, LSS TUPPER II SUBDIVISION RALEIGH, NC ~a~6 i~ 3 ~ WETLAND DETENTION BASIN OPERATION & MAINTENANCE AGREEMENT December 7, 2006 RD CONSTRUCTION DEVELOPER WETLAND DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT The wetland detention basin system is defined as the wetland detention basin, pretreatment forebays, mioro pool, outlet structure and the level spreaders. Maintenance activities shall be performed as follows: After every significant runoff producing rainfall event and at least monthly: a. inspect the wetland detention basin system for sediment accumulation, erosion, trash accumulation, vegetated cover, and general condition. b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within 2 to 5 days as designed. 2. Repair eroded areas immediately, re-seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.} quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wetland detention basin system semi-annually or when depth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wetland detention basin or stream, etc.). For this site all removed sediment shall be hauled offsite and dispased of at an approved landfill. The measuring device used to determine the sediment elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. For stormwater wetlands: If the elevation of the marsh areas exceeds the permanent pool elevation, the sediment should be removed to design levels. This shall be performed by removing the upper 6 inches of soil and stockpiling it. Then the marsh area shat) be excavated six inches below design elevations. Afterwards the stockpiled soil should be spread over the marsh surface. The soil should not be stockpiled far more than two weeks. When the permanent pool depth reads 267.3 feet in the forebay [and micro-pool, the sediment shall be removed. Page I of 3 5. Remove cattails and other indigenous wetland plants when they cover 509/0 of the basin surface. These plants shall be encouraged to grow along the vegetated shelf and forebay berm. Wetland planting densities in the marsh areas should be maintained by replanting bare areas as needed. Wetland plants should be encouraged to grow in the marsh areas. 6. If the basin must be drained for an emergency or to perform maintenance, the flushing of sediment through the emergency drain shall be minimized to the maximum extent practical. 7. All components of the wetland detention basin system shall be maintained in good working order. 8. Level spreaders at the wetland discharge point and the level spreader far lot # 1 and any other structures that provide diffuse flow shall be maintained every six months. Ail accumula#ed sediment and debris shall be removed from the structure, and a level elevation shat! be maintained across the entire flow spreading structure. Any down gradient erosion must be repaired and/or replanted as necessary. The storm drain basins at the end of the level spreaders should be 1.5' above the top of the level spreader. The drain basins provide an overtiow outlet for the 25 year and larger stone events. The drains basins also provide access to remove debris from the level spreader pipe system. Make sure that level spreader is intact and replace any stone when needed.
