Monthly monitoring has been implemented as required by the Tier 2 requirements. The facility implemented the new procedure to begin monthly sampling in January 2016. Due to miscommunication a sample was only collected for parameters that exceeded the benchmark limits triggering the Tier 2 requirments for monthly sampling. Samples for Total Petroleum Hydrocarbons and pH were not collected. This issue has been addressed and moving forward all parameters will be reported. An ongoing study is being conducted to determine the reason for results higher than the permit limit. An onsite investigation was performed in December. Corrective actions were implemented but have not proven effective to address the metals contamination. These actions included installing silt fences, washed stone and hay socks around the inlets. Fabric filtration was added to the catch basins. TSS was reduced, but metals are above the limit. If you have any comments or questions, please do not hesitate to contact me at (904) 359-3457. Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement: "Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the solvent management plan included in the Stormwater Pollution Prevention Plan."
