D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a Specifically describe measures taken to avoid or minimize the proposed impacts in designing project
Because of the existing roadway crossing and limited ability to alter design location, further impact avoidance is not feasible Design location will
minimize conflicts with vertical culvert alignment, multiple utility relocations, and private property impacts
1b Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques
The culverts will be replaced with larger size twin culverts that meet the 10 -year 24-hour design storm and winged headwall to reduce potential erosion
and head -cutting downstream culvert face The culverts will be imbedded 1 -foot at a lower elevation to provide a natural channel bottom Upstream
rock grade control structures will offset the deeper culvert Minor bank improvements and planting lives stakes will improve bank stability No trees
over 24" in diameter are expected to be impacted by the proposed design and construction measures

B. Project Information and Prior Project History (page 3)
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at
the time of this application:
The existing crossing consists of twin elliptical CMP perched approximately 1 foot downstream
with brick wingwall upstream. A recent storm event began to erode the downstream end near
the pedestrian sidewalk and was filled with rip -rap. Downstream the left bank of the stream is
bounded by a Greenway Trail and upstream by a maintained sewer easement. The stream has a
mature wooded buffer within an urban watershed.
3d. Explain the purpose of the proposed project:
Replace and upgrade undersized and deteriorating culverts to meet stormwater design
requirements and provide a natural channel bottom by reducing high velocities and stabilize
the stream bank erosion. The existing culverts are nearing the end of their useful life as the
bottoms of the culverts are rusting and it appears piping outside of the culverts has occurred.
Erosion on the downstream bank near the culvert outlet is creating an unsafe condition for
pedestrians.
3e. Describe the overall project in detail, including the type of equipment to be used:
The existing culverts will be removed and replaced with twin 6' x 5' rectangular concrete box
culvert to increase capacity to the 10 -year design storm. The culverts will be installed at a lower
elevation and buried one foot below the natural stream bed. Utilities currently beneath the
roadway will be relocated. Stream banks will be cut back to 2:1 or 3:1 slopes and stabilized with
livestakes and a natural seed mix. Standard equipment will be used including but not limited to
track hoe, compaction equipment, dump truck, paving equipment to repave the reconstructed
roadway.
