Beech Mountain Pond Creek WWTP Improvements Project

Dear Mr. Berry:
The following are responses to your review comments e-mail dated May 9, 2016:
1) The 700 gallon Mg Hydroxide tank is located in a building. What is the containment plan?How will
the tank be filled?
There is not a specific containment plan as Mg hydroxide is not toxic,or hazardous(a MSDS was
included with the application). If aqueous Mg hydroxide were to be uncontained,there are four
drains that are within about 10' of the proposed tank location,with the closet being within 5'as
shown on Plan Sheet 2. These drains feed into 4" piping,which feed into a 6" line that discharges
into a manhole at the head of the plant as shown on the schematic. The enclosed as-built drawing
shows the drain system,which was constructed for the dewatering sludge press, under the building
slab. There would be no environmental contamination resulting from a spill as it would be
contained within the building and subsequently discharged to the head of the plant.
Dry Mg hydroxide and water will be added manually to the tank and mixed to make an aqueous Mg
hydroxide. A platform is shown on Plan Sheet 2 to enable the operator to safely dispense the dry
Mg hydroxide,as well as to access the mixer as needed.
2) The design calculation used 25 mg/L as the average ammonia as nitrogen influent concentration.
Would like to see the data used to develop this average.
For the year 2014,the Owner did in-house testing to determine the ammonia influent
concentration. However,the testing did not result in meaningful data. Since the results were
unusable and the plant does not experience a serious ammonia issue, 25mg/L was used,which
represents a medium ammonia concentration per Metcalf& Eddy, 3RD Edition. The Owner recently
took influent samples(5/11-5/13 and 5/16/16)and sent the samples to Watertech Labs to
determine the NH3 concentration. The results(enclosed)justify the use of 25 mg/L since the
average of the four days was 16.75 mg/L as shown the next page. The Owner is confident the values
represent normal wastewater strength, i.e. not diluted by stormwater,which the table bears out
since there was little to no rain during the sampling days.
