Policarpo Ms. Jennifer Burdette U.S. Army Corps of Engineers N.0 Division of Water Resources Wilmington District 401 & Buffer Permitting Unit Subject: Request for Additional Information (DWR #16-0482) Nationwide No. 121 General Water Quality Certification No. 3884 CFPUA Blue Clay Road Force Main Project New Hanover County, North Carolina To Whom It May Concern: On May 16, 2016, the Division of Water Resources (Division) requested additional information concerning the proposed construction activities associated with the proposed Blue Clay Road Force Main PCN. A PCN package was received by the Division on May 10, 2016 and the application was put on hold pending payment of an application fee. The original PCN application stated impacts to wetland 3 are "permanent" impacts. This impact is the conversion of a forested (PFO) wetland to an emergent (PEM) wetland; while the USACE classifies these as permanent impacts, the Division classifies them as temporary. Per coordination with Ms. Sheri Montalvo and Mr. Chad Coburn of the Division, we have clarified that this impact is being re-classified as temporary and no fee payment to the Division is needed to process the application. A revised page 4 of the PCN application is enclosed. Per communication with Mr. Policarpo, CFPUA has decided to use Blue Clay Road to access both sides of the pipe during construction rather than creating temporary ford style crossings at intermittent and perennial stream crossings (S1, S2, S3), thereby minimizing impact to these streams. Attached are replacement detail sheets (00C-14, OOC-15) for the stream crossings, which include a pump around detail. Thank you very much for your timely review of these materials, and please feel free to contact us with any additional questions. Respectfully, HDR Engineering, Inc. of the Carolinas Jessica Tisdale Environmental Scientist Attachments: Page 4 of PCN Application Project Plans (updated detail sheets) Cc: Jamison Fair, AICP— CFPUA Project Manager Eric Williams, PE - HDR Randy Plummer, PE - HDR 555 Fayetteville St., Suite 900, Raleigh NC 27601 T 919.232.6654 F 919.785.1187 C.
