To Whom It May Concern:
On May 16, 2016, the Division of Water Resources (Division) requested additional information concerning the proposed
construction activities associated with the proposed Blue Clay Road Force Main PCN. A PCN package was received by
the Division on May 10, 2016 and the application was put on hold pending payment of an application fee.
The original PCN application stated impacts to wetland 3 are "permanent" impacts. This impact is the conversion of a
forested (PFO) wetland to an emergent (PEM) wetland; while the USACE classifies these as permanent impacts, the
Division classifies them as temporary. Per coordination with Ms. Sheri Montalvo and Mr. Chad Coburn of the Division, we
have clarified that this impact is being re-classified as temporary and no fee payment to the Division is needed to process
the application. A revised page 4 of the PCN application is enclosed.
Per communication with Mr. Policarpo, CFPUA has decided to use Blue Clay Road to access both sides of the pipe
during construction rather than creating temporary ford style crossings at intermittent and perennial stream crossings (S1,
S2, S3), thereby minimizing impact to these streams. Attached are replacement detail sheets (00C-14, OOC-15) for the
stream crossings, which include a pump around detail. Thank you very much for your timely review of these materials,

DESCRIPTION
1.
THE CONTRACTOR IS TO PROTECT THE WORK AREA FROM STREAM FLOWS RESULTING FROM ALL
STORMS UP TO AND INCLUDING THE 1 -YEAR EVENT. THE ENGINEER WILL PROVIDE FLOW RATES.
2.
INSTALL PUMP AND TEMPORARY FLEXIBLE HOSE AT THE UPSTREAM END OF CONSTRUCTION AREA.
3.
INSTALL STILLING BASIN OR EQUIP FLEXIBLE HOSE WITH THE SEDIMENT BAG IF NEEDED. STABILIZE
PIPE OUTLET TO PROTECT BANK AGAINST SCOUR AND EROSION.
4.
PLACE UPSTREAM IMPERVIOUS DIKE AND BEGIN PUMPING FOR THE STREAM DIVERSION. CONTRACTOR
HAS THE OPTION OF USING INFLATABLE CHECK DAMS IN LIEU OF SANDBAGS.
5.
PLACE DOWNSTREAM IMPERVIOUS DIKE AND PUMPING APPARATUS. DEWATER THE WORK AREA INTO THE
STILLING BASIN OR EQUIP HOSE WITH THE SEDIMENT BAG. DEWATERED AREA SHALL EQUAL TO ONE
DAY'S WORK.

PERFORM WORK ACCORDING TO PLANS.
7.
REMOVE ANY ACCUMULATED SILT BEFORE REMOVAL OF IMPERVIOUS DIKES. REMOVE ALL EQUIPMENT
INCLUDING DIKES. (DOWNSTREAM IMPERVIOUS DIKE FIRST).
8.
ALL GRADING AND STABILIZATION MUST BE COMPLETED IN ONE DAY WITHIN THE PUMP -AROUND AREA

NECESSARY BY ON-SITE INSPECTION.
5. ACCUMULATED SEDIMENT IS TO BE CLEANED FORM THE UPSTREAM SIDE OF IN STREAM CHECK DAMS AT THE END OF EACH
WORK DAY.
6. MAINTAIN ALL EROSION CONTROL MEASURES INSTALLED FOR THE FULL DURATION OF THIS CONTRACT.
7. MAINTAIN RECORDS OF ALL ACTIVITIES ASSOCIATED WITH SEDIMENT AND EROSION CONTROL MAINTENANCE AND INSPECTIONS
INCLUDING WEEKLY, DAILY AND AFTER RAIN INSPECTION REPORTS.

TEMPORARY CHANNEL LINING NOTES:
CONSTRUCTION
1. FINE GRADE AREAS SO THE TOP OF GROUND IS SMOOTH AND LOOSE.
2. PLANT SEED .BY FOLLOWING SEEDING SPECIFICATIONS.
3. TERMINAL ANCHOR TRENCHES ARE REQUIRED AT ENDS AND ACROSS CHANNELS
AT 25 FOOT INTERVALS. TERMINAL ANCHOR TRENCHES SHALL BE A MINIMUM
OF 12 INCHES DEEP AND 6 INCHES WIDE. INTERMITTENT TRENCHES SHALL BE
A MINIMUM OF 6 INCHES DEEP AND 6 INCHES WIDE OR BY INSTALLING TWO
ROWS OF ANCHORS CLOSELY SPACED.
4. AFTER INSTALLING THE INITIAL TERMINAL TRENCH BEGINNING AT THE
DOWNSTREAM END OF THE CHANNEL, UNROLL RECP UNTIL THE FIRST
INTERMITTENT TRENCH IS REACHED. FOLD BACK THE RECP BACK OVER ITSELF.
AND PIN THE TWO LAYERS. THEN CONTINUE UP THE CHANNEL FOLLOWING THESE
STEPS AT EACH INTERMITTENT TRENCH.
5. AT THE UPPER TERMINAL TRENCH, SECURE WITH STAPLES, BACKFILL AND
COMPACT. THEN FOLD THE MAT BACK OVER ITSELF AND OVERLAP THE RECP A
MINIMUM OF 2 FEET.
6. WHEN STARTING INSTALLATION OF A NEW ROLL, BEGIN IN A TRENCH OR
SHINGLE -LAP ENDS OF ROLLS A MINIMUM OF ONE FOOT WITH UPSTREAM RECP
ON TOP.
MAINTENANCE
1. INSPECT ROLLED EROSION CONTROL PRODUCTS AT LEAST WEEKLY AND AFTER
EACH SIGNIFICANT (1/2 INCH OR GREATER) RAIN FALL EVENT, REPAIR
IMMEDIATELY.
2. GOOD CONTACT WITH THE GROUND MUST BE MAINTAINED, AND EROSION MUST
NOT OCCUR BENEATH THE RECP.
3. ANY AREAS OF THE RECP THAT ARE DAMAGED OR NOT IN CLOSE CONTACT WITH
THE GROUND SHALL BE REPAIRED AND STAPLED.
4. IF EROSION OCCURS DUE TO POORLY CONTROLLED DRAINAGE, THE PROBLEM
SHALL BE FIXED AND THE ERODED AREA PROTECTED.
5. MONITOR AND REPAIR THE RECP AS NECESSARY UNTIL GROUND COVER IS
ESTABLISHED. CONTRACTOR IS RESPONSIBLE FOR MAINTAINING ALL EROSION
CONTROL MEASURES INSTALLED FOR THE FULL DURATION OF THIS CONTRACT.
