On behalf of the City of Raleigh Public Utility Department, WithersRavenel is requesting
authorization from the USACE to use NWP 33 for 0.82 acres of temporary wetland impacts
associated with the abandonment of an old sewer line within wetlands north of Raleigh Blvd. We
are also requesting a 401 WQC from NCDWR for the above referenced impacts.
The project consists of temporary access along ±900 If of existing sewer line in order to demolish
the existing manholes and properly abandon the sewer line. The project area is located within a
large herbaceous/shrub wetland north of the intersection of Raleigh Blvd and Crabtree Blvd in
Raleigh, Wake County (Latitude: 35.807609°N; Longitude: -78.607958°W). The project is located
in the Neuse River basin (BUC 03020201) and drains to Crabtree Creek. The Water Quality
Classification for Crabtree Creek is C; NSW and the Stream Index Number is: 27-33-(10).
Proposed Project
The proposed project consists of the temporary wetland impacts needed in order to access the
existing manholes for demolition and proper abandonment of the sewer line. The sewer line to be
abandoned is no longer needed, as the new Crabtree Creek North Bank Interceptor sewer line
currently being constructed to the west will eliminate flow to this line. Per the City of Raleigh
requirements, the existing sewer line must be abandoned once the new sewer is put into service.
The abandonment will consist of demolishing the existing manholes to ±18 inches below the pond
bottom and then grouting the manholes to permanent plug them.
The abandonment procedure will consist of accessing the easement to existing MH 103 and MH
102 from the existing greenway trail near existing MH 104. Due to the soft and wet conditions,

wooden mats will be placed and used to allow tracked excavators to traverse the easement to each
of the existing manholes. Existing trees and brush within the easement will be mowed to ground
level leaving the stumps in place using a grinder attachment on a track excavator. The vegetation
will only be removed that is necessary to gain access and remain within the existing easement. Once
MH 103 is accessed, the manhole will be demolished by removing the block top by hand and with
the assistance of track excavator and access the MH to place the grout and block plugs in either side
of the line as directed and detailed in the plans. Materials needed to plug the line and materials from
the demoed MH will be hauled out by a track truck with low ground pressure on placed mats. When
the removal of MH 103 is completed as per plan, access will continue to MH 102 with the same
process as listed above. Upon completion, the area that has been cleared that is not underwater
will be seeded with the approved wetland seeding detailed in the specifications.
Project History
The proposed sewer abandonment is the final phase of the Crabtree Creek North Bank Interceptor
Rehab project, which was originally issued a NWP 12 in 2011, and has received subsequent re -
authorizations in 2013 & 2015 (AID: SAW -200801253). The proposed temporary wetland impacts
for the sewer abandonment was not included in the NWP 12 issued in 2015.
Proposed Impacts
The proposed impacts consist of 0.82 acres of temporary wetland impacts necessary for temporary
access along the sewer easement in order to demolish the manholes and properly abandon the old
sewer line once it's taken out of service.
Please note that the proposed project area is outside of the 50' Neuse River Riparian Buffer
associated with Crabtree Creek, which is located west of the proposed project area. Therefore,
there will be no impacts to riparian buffers associated with the proposed project.
Avoidance and Minimization
As a result of the existing sewer line to be abandoned being located entirely within wetlands,
impacts could not be avoided. Impacts will be minimized by mowing vegetation within the
temporary access corridor, which will allow rapid regeneration of vegetation once the project is
complete. Additionally, wooden mats will be placed within the temporary access corridor to
minimize disturbance from equipment, and all mats will be removed once the project is complete.
Additionally, all cleared areas that are not under water will be seeded with a wetland seed mix to
provide stabilization. Once the sewer is appropriately abandoned, the easement will be allowed to
re -vegetate and will never be disturbed again.
Wetland Mitigation
The proposed wetland impacts are temporary, and therefore mitigation is not proposed.

The project area currently consists of an existing sewer easement through a large wetland. The general land use in the
vicinity consists of a mixture of commercial land use.

The purpose of the proposed project is to provide temporary access through the wetlands in order to remove existing
manholes for abandonment of the old sewer line that has been eliminated as a result of the construction of the new sewer
line to the west.

Describe the overall project in detail, including the type of equipment to be used:
The project will consist of providing access to the manholes associated with the old sewer line to be abandoned so that
the manholes can be demolished and the old sewer line abandoned. The abandonment procedure will consist of
accessing the easement to existing MH 103 and MH 102 from the existing greenway trail near existing MH 104. Due to
the soft and wet conditions, wooden mats will be placed and used to allow tracked excavators to traverse the easement to

WR reviewed the NC Natural Heritage Program database, located at http://www.ncnhp.org/web/nhp/home, as well as
NCNHP GIS data to identify if there were any known occurrences of endangered species on or near the proposed project.
The review of the NHP data did not identify any recent occurrences of endangered species or critical habitat on the
subject property or within 1.0 miles of the project, as documented in the attached NCNHP project review letter.
Furthermore, site reviews did not identify any potential habitat for any federally protected species known to occur in Wake
County. Please note that the project area consists of shrub/herbaceous wetlands, and potential habitat for the Northern
Long Eared Bat is not present within the project area. Therefore, the proposed project will have No Effect on federally
protected species.

Project Description: The proposed project will provide new 36 -inch replacement pipe and 5 -foot
diameter precast manholes from the downstream end of the project at Raleigh Boulevard
upstream to the I-440 Beltline, using conventional dig and replace methods. In some areas, such
as the orphan landfill area; existing railroad and roadway bore and jack crossings; and deep cut
areas where replacement is not feasible, portions of the 36 -inch and all of the 30 -inch pipe will
be rehabilitated by internal reconstruction methods. The project corridor remains the same as
that approved in the 2006 Preliminary Engineering Report. This environmental document
supersedes the original Finding of No Significant Impact dated January 19, 2007.
The above named applicant intends to apply for assistance from the State Revolving Fund
program to construct the wastewater facilities described above. The North Carolina Division of
Water Quality (DWQ) has conducted a review of the project in accordance with the procedures
(NCAC 15A Subchapter 1C) for conformance with the North Carolina Environmental Policy
Act. The DWQ has determined that this amended project is a minor construction activity, and
that the preparation of additional environmental documents is not required.
This determination shall become effective upon its distribution by DWQ and a one-time
publication of this determination by the applicant in a newspaper having local circulation. This
determination can be revoked at any time adverse information is made available. The
documentation to support this decision will be on file with the North Carolina Department of
Environment and Natural Resources, Division of Water Quality, Construction Grants and Loans
Section, and is available for public scrutiny upon request.
