DWR does not have an issue with DOT’s request to cut the willow oak and to treat the stump with herbicide since it is a

All,
Per our phone conversation, I am writing in regards to the willow cutting at the mitigation site along 17 business in
Shallotte. The willow was a volunteer that is growing at the toe of the cut slope. Due to future potential maintenance
and safety concerns, DOT would like to request that we cut the willow near the ground and stump treat with
herbicide. This will prevent site distance issues with the roadway signage and the sidewalk. This area was targeted for
marsh and woody species are not part of the success criteria for this section of the mitigation site. Please see e-mail
below with photo and map.
Also we discussed the continued mowing of the right side buffer at the old entrance where the culvert was removed for
stream credit. The site boundary is currently marked and signed. DOT will contact the adjacent property owner
regarding the mowing on the R/W. Also DOT will look to replant the buffer this winter at this location.
If USACE, DWR, CAMA are still in agreement, please acknowledge. Let me know if you have any further questions or
need any additional information.

Randy,
Yesterday I met onsite at the U-3462 Mitigation Site with the district engineer (Anthony Law), senior assistant district
engineer (Ben Hughes), division roadside environmental engineer (Joe Chance), and Town of Shallotte town
administrator (Albert Hughes). Although it was not determined which party trimmed the willow tree, we discussed
having DOT forces remove the tree by cutting off it off and leaving a stump. The stump would then be treated with a
hand applied (not sprayed) herbicide (Garlon). The reason for the request to remove the tree is that the branches will
soon be in conflict with a sign (see attached photos), and may eventually grow to partially cover the sidewalk. The trunk
of the tree is at the toe of the slope.
As we discussed, the district engineer will be contacting the commercial property owner so that we can remind him of
the R/W limits at this site to hopefully prevent any further unauthorized vegetation removal (or mowing) at this site. I
will update you on that correspondence when I have more information.
