When are comments needed by? I kind of suspect that after I review a bunch of plans I may have some general concerns as ways to get better consistency with other mitigation providers. At least I have not seen an EEP mitigation plan without stream details. Did you find permit drawing site 20? If so what page? In their narrative they state that the pond is to be drained first with stream restoration occurring in the channel that is left. Apparently the stream was dammed to create the pond years ago. I did not see this one under applications, but I was able to find it on Laser Fishe. Do you have a hard copy? I am having trouble trying to decipher where the mitigation is on Plan sheet 19. Nor could I find Permit Drawing Site 20? One thing I have not comfortable with is the number of streams and wetlands/buffers that only receive visual monitoring for DOT projects as this one is suggesting. Also, I did not see mention of a bankful requirement for success as required for restoration/Enhancement 1. Channel stability and vegetation “analysis” are required for Level 1 projects in the 2003 Stream guidelines which is what other providers follow. I will send you some comments later before the timeframe for you to respond to DOT. (timeframe?) BTW do you respond by letter or email. I am not sure how these things work. I might like to talk to Amy about wording etc. I need to really see the plan sheet with the mitigation. Do you know what Amy Euliss had said would be appropriate monitoring criteria for this project. That was my first day as a regulator in the field. I was a bit stressed. Yes the Lespedeza is clearly a problem. I kind of suspect….. although would not have said this, that DOT tries to avoid putting plots near areas that have been seeded with Lespedeza. I don’t think the trees were doing nearly as well in that area. Next year I would like to request that we do closeouts after leaf out. It was really hard to tell where the trees were. Do you know the TIP number for the permit application? They are planning to restore ~450 linear ft of stream, dam removal and riparian buffer establishment. I thought you might want to review what they had in mind. I’m not sure how far along they are with the planning. The road is scheduled for a Let date of Oct 21, 2014. The report can be accessed in BIMs or the DOT website.
