This new PRS has similar concerns to gabion baskets. In the extensive Rosgen training I have received, we're taught that
bank armoring is not recommended and tends to cause serious stability problems upstream and/or downstream of the
armoring in the long term. I never thought I'd say something positive about gabions, but at least they can sometimes be
covered with soil (or sediment wash into them) and grow trees and other vegetation. It's hard to imagine any
naturalization occurring with the cement bag wall (PRS).
Nevertheless, we will not object to the proposed project. It does not appear that trout or listed species occur in the area.
I mention my concerns in the hopes that eventually NCDOT engineers and planners can come up with more appropriate
solutions to similar problems.
