No: N/A Funding: � State ❑ Federal Federal Permit Required? ❑ Yes ❑ No Permit Type: To Be Determined Project Description: NCDOT's Division 7 proposes to replace Bridge No. 247 on SR 3088 (Thacker Dairy Road) over Big Alamance Creek in Guilford County. Bridge No. 247 was built in 1967, and is considered to be structurally deficient. There may be minor ditch-line impacts, and an off-site detour is to be used during construction. The Area of Potential Effects (APE) will measure approximately 50 feet to either side of the centerline of the roadway/bridge and 467.5 feet from either end of the bridge. Based on these measurements and the size of the existing bridge, the APE measures approximately 103,080 square feet or about 2.37 acres, inclusive of the existing roadway and the existing structure to be replaced. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of Yeview activities, results of review, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday, Apri19, 2015. An archaeological survey at this particular bridge location has never been conducted, and no archaeological sites have been recorded within one-half (1/2) mile of the proposed project. Digital copies of HPO's maps (Climax and McLeansville Quadrangles) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Monday, April 13, 2015. There are no known historic architectural resources within the vicinity of the project area that may have intact archaeological deposits within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: There are no Federal permits involved in this project (at ihis time), nor are any temporary/permanent easements required. In addition, this is a State-funded project. All in all, there appears to be no Federal connection for this project (at this time). Moreover, NC GS 121-12a does not apply since there are no eligible or potentially eligible (i.e. National Register-listed) archaeological resources located within the project's Area of Potential Effects (APE) that would require our attention. All proposed project activities are to take place within the proposed APE, defined as 50 feet to either side of centerline and 467.5 feet from either end of the bridge. Since NCDOT's exis�ing ROW along SR 3088 (Thacker Dairy Road) measures 60 feet wide, there may be environmental impacts beyond what is currently owned/maintained by the NCDOT. A 100-foot ROW is being proposed. From an environmental perspective, the APE falls "No ARCHAEOLOGYSURVEYREQUIRED "jorm for Minor Transportation Projects as Qualified in the 2007 Progr�arnmafic Agreement. 1 of 3 Project Tracking No.: 15-04-0004 within the Piedmont physiographic region, consists of the floodplain for Big Alamance Creek and the rolling/ undulating terrain characteristic of the region, and is composed of three (3) soil types (west to east): Enon clay loam, 6-10% slopes, eroded (EoC2), Chewacla sandy loam (Ch), and Mecklenburg sandy clay loam, 6-10% slopes, eroded (MhC2). The Office of State Archaeology (OSA) has reviewed several projects in the vicinity for their potential to impact archaeological resources. No archaeological survey was recommended for a proposed cell tower (CT 13-2713) or a proposed landfill site (ER 88-8031) because of the level of erosion and sloping topography. However, archaeological surveys were recoinmended for the Wild Turkey LCID Landfill (ER 00-7506) because ridgelines along creeks can be archaeologically sensitive and for the replacement of Bridge No. 227 on SR 3000 (McConnell Road) over Beaver Creek (TIP# B-3649 [ER 00-8717]) because of the presence historic mill remains. In comparison, the proposed project area consists of eroded soils and sloping topography, similar to the areas for which OSA recommended no archaeological survey. A review of historic maps did not reveal the possibility of mill remains within the proposed APE either. Given the degree of erosion, the somewhat poorly drained soils and flooding of Big Alamance Creek, and the sloping topography within the APE, it is believed that the project area, as depicted, is unlikely to contain intact and significant archaeological resources. Based on the information above, there should be no archaeological survey required for this project. If design plans change or are made available priar to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notiiication of NCDOT's Archaeology Group. SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW Description of review activities, results, and conclusions: Review of HPO quad maps, relevant background reports, historic designations roster, and indexes was undertaken on April 14, 2015. Based on this review there are no NR, DE, LL, SL, or SS in the project area. There are three residential structures in the proj ect's Area of Potential Effects (APE). According to Guilford County tax data none of these buildings are greater than 50 years of age. No survey is required. Why the available information provides a reliable basis for reasonablv predicting that there are no unidentired significant historic architectural or landscane resources in the proiect area: Using HPO GIS website and Guilford County ArcGIS website provides reliable information regarding the structures in the APE. These combined utilities are considered valid for the purposes of determining the likelihood of historic resources being present.
