An off-site detour will be utilized during conshuction. There are no wetlands located wiUiin the project area. Existing roadside ditches in the north east and west quadrants as well as the southwest corner are unstable and eroded. These ditches will be armored within the project area to stabilize them. The project drainage system consists of a modified concrete flume on the southwest side and a inlet pipe system on the southeast side. Discharges from tl�ese pipe outlets will be attenuated on riprap pads located outside the riparian buffer areas and will be difFused by existing topographic conditions before flowing to the riparian buffer. There are no utility relocations proposed with tl�is bridge replacement. Proposed Riparian Buffer impacts include 4,073 square feet in Zone 1 and 1,309 square feet in Zone 2 to accommodate the bridge. On May 17, 2016, NCDOT NES unit surveyed for the Small whorled pogonia within the project boundaries. Habitat exists in the southeast quadrant of the project, but no specimens were found. Therefore, the Biological Conclusion for Small whorled pogonia is No Effect ivitTv Habitat. The Bald Eagle is protected in every county in Nortl� Carolina under the Bald and Gold Eagle Protection Act; however, no suitable feeding/water source is ]ocated within one mile of the project study area to support Bald Eagle habitat. Also, Mr. Gaiy Jordan (USFWS) recently released the Programmatic Conference Opinion (PCO) for the recently listed Noi�thern Long Eared Bat (NLEB). This opinion, states in part, that "... it is the Service's conference opinion that NCDOT activilies in eastern North Carolina (Divisions 1-8), as proposed, are not Zikely to jeopardize the conti�sued existence of the NLEB.
