This letter and the attached document and figures are in response to the additional information
request dated March 19, 2015 from DWR. A plan and typical detail for the proposed French drain
system that will be constructed at Impacts # 1, 2, 3, and 4 are included for your review. A plan
and typical detail for the proposed sewer crossing on the unnamed tributary to Reems Creek below
the existing pond are included for your review. A detail for the flared pond outlet is included for
your review. Civil Design Concepts, PA is currently coordinating with Buncombe County to get the
Stormwater Management Plan revised and approved. A copy of the approval from Buncombe
County will be submitted to your offices once it is received.
Atlas requests that the Corps 404 nationwide permit be issued once the enclosed documentation
has been reviewed. Atlas requests that the DWR 401 water quality certification be issued
conditionally, to include that the approved Stormwater Management Plan shall be submitted to DWR
before any impacts authorized by the 401 occur, once the enclosed documentation has been
reviewed. Please contact me with questions concerning this package.

Item 1
Please provide a detail and updated plan sheet for the proposed permanent stream impact
(impact number S1). According to the submitted plans, the inlet of this pipe will be buried under
several feet of fill. Please demonstrate how the existing baseflow will enter the proposed culvert
pipe.
Response
Enclosed are a plan for the proposed French drain to direct existing base flows from the stream
and wetlands into the proposed culvert and a detail for the French drain. The project
contractor will coordinate with a geotechnical engineer to determine the necessary depth of
the French drain. The French drain will consist of an 8" perforated drain pipe with No. 57
washed stone aggregate surrounding the drain pipe. The pipe and stone will be wrapped with
4" non -woven geotextile filter fabric and will be overlapped at least one foot.
Item 2
Please provide a detail for the proposed sewer crossing temporary stream impact (impact
number S2). Include the proposed riparian vegetation plan for the impacted area.
Response
Enclosed are a plan for the proposed sewer line crossing and a stream restoration detail. The
stream bed will be temporary trenched in order to install the sewer line below the stream bed.
Native materials will be used to re- establish the stream bed once installation is complete. The
stream bed will be graded to the original contours. Filter fabric and rip -rap will be used to
stabilize the stream banks. Excelsior will be used above the rip -rap, extended two feet beyond
the top of bank, and buried twelve inches. The disturbance area will be seeded will native
grasses.
Item 3
The submitted plans show a new outlet pipe with outlet protection for the pond that will
remain. Please explain if the re- constructed dam, new outlet pipe, and associated outlet
protection will impact any additional length of stream compared to the existing condition.
Please provide a detail for the pipe outlet protection.
Response
Enclosed is a plan for the pond outlet pipe which will consist of a flared end section and rip -rap
apron. The rip -rap apron will provide for outlet protection. The ending width of the apron will
be equal to the width of the receiving stream. Filter fabric or a filter blanket will be installed
between the rip -rap and the soil foundation. The rip -rap apron will extend up the stream bank
at least six inches to ensure stability. The re- constructed dam, new outlet pipe, and rip -rap will
not result in any additional stream impact from the existing condition.
Item 4
Please provide documentation of Buncombe County's approval of the updated stormwater
management plan (SMP) for this project by providing EITHER:
• A valid approval letter and one copy of the approved SMP (including plans and
calculations), or
• One set of stormwater plan details and calculations stamped as "Approved" by
Buncombe County.
Response
Civil Design Concepts, PA is coordinating with Buncombe County in order to revise the
stormwater management plan (SMP) and obtain approval of the SMP. Atlas is requesting that
DWR issue the 401 water quality certification conditionally to include that the approved SMP
shall be submitted to DWR before any impacts authorized by the 401 occur. A valid approval
letter and one copy of the approved SMP with plans and calculations OR one set of the SMP
details and calculations stamped as "Approved" by Buncombe County shall be submitted to Mr.
Zan Price once received.
