On June 22, 2015 the Division of Water Resources (Division) received your application dated June 15,
2015, requesting a 401 Water Quality Certification from the Division for the subject project. A Request
for Additional Information was sent on July 15, 2015. Partial additional information regarding the
stormwater management plan has been received by the DWR Central Office from Bohler Engineering,
but there has not been enough information provided to complete the review of the stormwater
management plan for this project. The Division has determined that your application is incomplete and
cannot be processed. The application is on -hold until all of the following information is received:
1. Per GC 3890, this project is required to provide a stormwater management plan to protect
water quality. Please see Appendix A of the General Certification, available at:
http://Portal.ncdenr.org/web/wq/swp/ws/401/certsandpermits/gcs, and submit the
following items:
Please provided a completed copy of the Wet Detention Basin Supplement Form
including the Required Items Checklist with initials and indication of Plan Sheet
for each item.
Revise plans as necessary to include all items on the Required Items Checklist on
the Supplement Form (e.g. grading and drainage plan with delineated drainage
basins with Rational C coefficient per basin, vegetated shelf planting plan, etc).
The proposed roof drains do not appear to convey flow into the stormwater
collection system but rather to a depression that drains to a roadside ditch.
Please ensure that runoff from all impervious areas is conveyed to the proposed
wet detention basin.

4. Revise the wet detention basin cross section to specify side slopes of 3:1 or less.
5. Revise the orifice diameter shown on both the riser structure detail and water
quality orifice detail to be consistent with design calculations (1" instead of 4"
and 1.25", respectively).
6. Please provide calculations on the outlet velocity from the wet detention basin
outfall prior to discharge to adjacent wetlands. Note that a non-erosive velocity
of two feet per second or less must be achieved for the peak flow from the 10 -
year storm.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. If all of the requested information is not
received in writing within 30 calendar days of receipt of this letter, the Division will be unable to
approve the application and it will be returned. The return of this project will necessitate reapplication
to the Division for approval, including a complete application package and the appropriate fee. Please
respond in writing within 30 calendar days of receipt of this letter by sending two copies of all required
items at the specified scales for each BMP that is proposed to the 401 & Buffer Permitting Unit, 1617
Mail Service Center, Raleigh, NC 27699-1617.
Please be aware that you have no authorization under the Section 401 of the Clean Water Act for this
activity and any work done within waters of the state may be a violation of North Carolina General
Statutes and Administrative Code.
