Dear Mr. Belnick:
The City of Dunn is planning for the expansion of the Black River Wastewater Treatment Plant from its current
permitted capacity of 3.75 MGD to a capacity of 4.9 MGD.
The City is preparing to embark on a comprehensive study of our WWTP and collection system with a goal of
implementing a major sewer rehabilitation WWTP upgrade in 2017/18. Any increase in capacity would require
substantial investment in a new effluent discharge system. We currently pump our effluent 3 miles to discharge
into the Cape Fear River.
The City has had discussions with the Regional Office Staff, and would like to explore the option of relocating the
discharge from the Cape Fear River to the Black River. This option could save the City several million dollars in
capital and operational expenses. We respectfully request speculative limits both at our current discharge point,
and at a point on the Black River as shown on the attached exhibit.
