Recreational Flow Schedule Planning meeting conducted in accordance with Appendix E,
Recreation Flow Article, paragraph (H) of the Federal Energy Regulatory Commission
(Comr-nission) licensefor the Catawba-Wateree Hydro Project (Project) issued November
25, 2015
This meeting was held on March 30, 2016 and the results are provided in Enclosure 1,
Results of this meeting were immediately implemented and posted on Duke Energy's web
site and Duke Energy has complied with the meeting results since that time. The meeting
and results implemented also rneet the requirements of Recreation Flow Article,
paragraphs (A) (Bridgewater Development) and (F) (Additional Recreational Flow
Releases).
For the developments referenced in Enclosure 1, the results of this meeting become Duke
Energy's recreation flow compliance requirement for 2016. For developments nat
specifically addressed in Enclosure 1, the 2016 recreation flow requirements are the same
as included in license Appendix E, Recreation Flow Articles,
By copy of this letter, Duke Energy is informing the North Carolina Department of
Environmental Quality and the South Carolina Department of Health and Environmental
Control. Both organizations have included these recreation flow requirements as
conditions of their water quality certifications for the Project.

Annual Recreational Flow Schedule Planning Meeting Summary
March 30, 2016
In accordance with Recreation Flow Article paragraph (H) in Appendix E of the license for the
Catawba-Wateree Hydroelectric Project (P-2232) issued on November 25, 2015, Duke Energy
Carolinas, LLC (Duke Energy) convened the first Annual Recreational Flow Schedule Planning
Meeting on March 30, 2016. Invited representatives who participated included North Carolina
Department of Environmental Quality (Fred Tarver), the North Carolina Wildlife Resources
Commission (Chris Wood), the South Carolina Department of Natural Resources (Bill Marshall
and Dick Christie), the South Carolina Department of Parks, Recreation and Tourism (Al James),
North Carolina Wildlife Federation (Richard Mode), South Carolina Wildlife Federation, Trout
Unlimited (Squeak Smith), Catawba-Wateree Relicensing Coalition (Kirk Otey), Carolina Canoe
Club (Maurice Blackburn), Great Falls Hometown Association (Glinda Coleman), North
Carolina State Parks (Brian Strong), American Whitewater Association (Kevin Colburn), and an
outfitter (Jan Brown). The South Carolina Coastal Conservation League and American Rivers
were invited but did not participate in the meeting.
Discussions included improvements in the recreation flow release schedule (per license
Appendix E, Recreation Flow Article paragraph (H)), and additional recreational flow releases
(as identified in Paragraph (F) of the Recreation Flow Article) of up to 10 hours per calendar
year. These additional flow releases occur at each of the following developments: Bridgewater;
Oxford; Wylie, and Wateree.
It was noted that recreational flow releases will not be made in 2016 at the Great Falls -Dearborn
Short Bypassed Reach and the Great Falls -Dearborn Long Bypassed Reach because the planned
modifications to allow the flow releases and safety provisions resulting from the Great Falls
Boating Safety Study are not yet in place.
Duke Energy noted the recreation flow release studies conducted during license application
development were completed with the original Bridgewater Powerhouse in operation
(subsequently it has been replaced with a new powerhouse that produces different flow levels)
The flow requirements for float angling need to be as close as feasible to 900 cfs, but not exce
1,200 cfs. Approximately 1,300 cfs is the larger hydro units' most efficient operation point
which also m.inimizes wear -and -tear. Duke Energy proposed operating in such a manner as to
get as close as feasible to 900 cfs for float angling periods. Duke Energy noted that further )I
operational adjustments may be necessary if accelerated wear -and -tear become noticeable or
dissolved oxygen levels cannot be managed due to the lower flow rate and corresponding low
aeration rates, Any such operational adjustments would also have to be addressed in future
annual recreational flow schedule planning meetings.
The flow requirement for paddling is at least 900 efs, Duke Energy plans to operate close to the
best efficiency
1oint which will produce flows of approximately 1,300 cfs.
Enclosure 1
Additional Recreational Flow Releases — In addition to the recreational flow requirements
identified above, a request was made to release an additional 10 hours of recreation flows. It was
requested and agreed that Duke Energy would operate at 1,300 cfs beginning approximately one-
half hour before sunrise for 2.5 hours from October 5th through and including October 8th. These
dates coincide with the opening of the early duck hunting season in North Carolina. Duke
Energy agreed that if these dates were changed (the NC Wildlife Resources Commission had not
officially met to set the fall 2016 hunting season schedule), Duke Energy would endeavor to
change the flow schedule for these additional 10 hours to align with the duck hunting season.
The members in attendance and on the phone agreed to the Bridgewater recreation flow schedule
and additional 10 hours which is depicted on Figure 1 below and will be posted on Duke
Energy's web site.

Duke Energy discussed the flow releases for Wylie. The Carolina Canoe Club noted that the
flow requirements of 6,000 cfs for the period June 1.6`x' through September 30th were too high and
potentially unsafe for the majority of paddlers. This was further supported by outfitter Jan
Brown. They requested that the 6,000 cfs flow be changed to 3,000 cfs for the 2016 recreation
season.
The members in attendance and on the phone agreed to the Wylie flow reduction to 3,000 cfs
(changed from the 6,000 cfs). The Wylie recreation flows are depicted in Table 2 below.

Additional Recreational Flow Releases: — In addition to the recreational flow releases identified
above in Table 2, there were no requests for up to an additional 10 hours of recreational flow
releases for 2016. Duke Energy will evaluate any future requests. There was discussion
regarding the starting of a hydro, unit an hour earlier during June; however, it was noted that
could impact the flows downstream at Landsford Canal State Park used to facilitate paddling
access to view the Rocky Shoals Sider Lilies.
Great Falls -Dearborn Development
Duke Energy noted there would be no facilities in place to make the recreation flow releases into
either the long or short bypassed reaches in 2016.
