Dear Mr.Thedford,
NPDES permit NC0088307 for the CFPUA's New Hanover County Well System WTP expires January 31,
2017 and its renewal application is due at DWR no later than August 4, 2016. In fulfillment of this
deadline,the necessary NPDES renewal application accompanies. It consists of the following
components:
1. NPDES Short Form C-WTP
2. New Hanover County Well System WTP Process Flow Diagram- includes flow volumes and point
of addition of chemicals
3. Topographic Map with latitude and longitude
Changes implemented at this facility since issuance of the last permit include the following:
1. Connection to the local POTW to allow for diverting of the waste stream from one Castle Hayne
treatment skid.
As a part of the current NPDES permit,CFPUA was required to monitor for DO,Temperature, and Total
Suspended Solids at the discharge location on the intra-coastal waterway twice per month for the
months of June through September, 2013. The purpose of the monitoring was to evaluate the impact
on the receiving stream. The samples were taken as required and the data indicated minimal, if any,
impact on the water quality of the receiving stream. Based on this information,CFPUA would like to
request this monitoring be deleted from the next permit period.

Groundwater- Castle Hayne Aquifer and Pee Dee Aquifer
7. Describe the treatment process(es) for the raw water:
The raw water comes from the well field through separate lines containing water from either the
Castle Hayne or Pee Dee Aquifers. Once water enters the plant, the pH of the water is adjusted
and an anti-scalent is added. Water then flows thru spiral wound cartridge filters (5 micron),
then thru the nano filtration membranes where the water is separated into permeate and
concentrate (waste stream). At start up and shut down of the plant, raw water bypasses the
membrane and cartridge filters and flows into the concentrate line.
S. Describe the wastewater and the treatment process(es) for wastewater generated by the
facility:
The Concentrate waste stream consists of untreated raw source groundwater or concentrated
mineral content from the membrane treatment process. There is no treatment of concentrate
waste stream before discharge. There is also the ability to split the waste flow and discharge a
portion of the waste stream to the POTW from one Castle Hayne treatment skid.

or regulations of the Environmental Management Commission implementing that Article,shall be guilty of a misdemeanor punishable by a fine not to exceed$25,000,or by
