The purpose of the project is not to construct a residential development as stated in the letter but rather to re-build 2.14 miles of Transmission Line on existing Right-of- Way. This is one of twelve separate and distinct projects Rutherford Electric Membership Corporation is working on or has planned in the near future. These projects are desperately needed as the aging electrical infrastructure in Polk County is quickly becoming insufficient in a rapidly developing area. Each item in the list of "Additional Information Requested" is addressed below as well as in the submittal. This revised submittal includeds: - revised Plans (five sets) - revised Calculations and Support Materials (five sets) - Supplementary Information (five sets). Item # 1: This project is a utility line and therefore should be permitted under Nationwide Permit # 12. Item # 2: Location map, most recent soil survey maps, and USGS 1:24,000 topographic map for the project. However, there are records for riorled horse lm (State Significantly Rare -Threatened) and other rare plants near and possibly within' a proJect~'area. Therefore, the Commission recommends that the applicant contact James Padgett with the Natural eritage Program (828-429- 2908) to determine whether some measures to protect rare plants would be advisable. Ti ber mats are recommended instead of "hard" steam crossings where temporary access is needed for utility construe ion. Mats can be removed when crossings are no longer needed. They do not require 404 pennits_if they ~._rnmplelely span.stre~n channels. And they are less likely to impede aquatic life movements and to cause stream channel erosion like culverts and fords can. For some culverts, the plans show inlet or outlet protection that may block aquatic life movements. It is important that rock and. other materials not be placed in stream channels so that movements are impeded, such as occurs when stream flow percolates beneath or through fill. Sections of Mills Bridge Natural Area contain small patches of Basic Mesic Forest (Piedmont subtype), which provides habitat for several known occurrences of special status plant species. Basic Mesic Forest is an uncommon natural community type in North Carolina occurring in scattered localities in the Piedmont along stream bottomlands and adjacent slopes associated with basic or circumneutral soils.. This SNHA contains the largest known population of Allegheny spurge (Pachysandra procumbens) from the eight known in the state, all of which occur within Polk County. Whorled horsebalm (Collinsonia verticillata) is also present. It's range, four counties in NC and SC total of about 50 known populations globally. Pink thoroughwort (Eupatorium incanatum) is also known to occur within the Basic Mesic Forest. Pink thoroughwort is more likely to also occur within the project area, as it favors more open sunny areas of habitat, though this has not yet been documented. A reconnaissance survey of the existing Right-of--Way was performed. The project area within the Mills Bridge SNHA consists of existing Right-of--Way nine hundred feet long by one hundred feet wide. This is a kempt area that is often mowed and therefore does not include Basic Mesic Forest (Piedmont Subtype), which could provide habitat for several known occurrences of special status plant species. Project plans and past maintenance practices were discussed with REMC engineers Tom Haire and Jud Wortman to determine the impact of the transmission line re-build on the surveyed area. It was determined that some truck traffic will occur. This traffic will be no more invasive than past maintenance and current property owner use of the area. In my opinion, it is evident that Rutherford Electric Membership Corporation's plans for the Womack Road to Pea Ridge Tannmission Line re-build project will not have an impact on the Mills Bridge Natural Area.
