PROJECT SUMMARY: The applicant proposes to reconfigure existing docking facility. Rodney Long Page 2 9. PROJECT DESCRIPTION: The project site is located at 10 Skimmer Road on Figure Eight Island, adjacent to a manmade canal to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, turn right on Beach Road South and travel south approximately 1 mile. Turn right onto Skimmer Road and turn then left until you reach the end of cul-de-sac and the property of interest. The applicant maintains a two story single-family residence. Upland vegetation consists of ornamental shrubbery and lawn grass. The lot is approximately 0.5 acres in size and averages 6' above mean sea level. The 100 feet of shoreline is stabilized by a wooden bulkhead. Waterward of the normal high water (NHW) is an intertidal strip of sand, which is approximately 6' in width. There are currently no coastal wetlands on the property. An existing elevated walkway leads from the bulkhead to an existing private access pier. The access pier extends from NHW a distance of SO' in length by 6' in width into the canal. The pier terminates into a "T-head" platform, measuring 10' in length by 10' in width. An access ramp leads from the "T-head" platform onto a floating dock, measuring 16' in length by 16'in width. There is an existing boatlift, measuring approximately 13' in length by 13' in width located on the southern side of the floating dock. The existing docking facility currently accommodates three (3) vessels. The New Hanover County Land Use Plan classifies adjacent waters and high ground portion at the property as Conservation. The waters of Banks Channel and Middle Sound are classified SA-ORW by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to reconfigure an existing docking facility located in a manmade canal to Banks Channel. The application states that the existing floating dock would be relocated 6' towards the south. The existing boatlift would then be relocated to the northern side of the floating dock. The proposed structure would continue to provide docking space for up to three (3) vessels. The application states that water depth in the area of the proposed structure would be approximately -4 feet at normal low water (NLW). 10. ANTICIPATED IMPACTS: The proposed reconfiguration would continue to incorporate 425 sq. ft. of Estuarine Waters and Pubic Trust Area. Minor increases in turbidity should be expected during construction. The proposed floating dock would extend approximately 90' into a waterbody, which measures approximately 365' across. This distance would conform with both the 1/4 rule and the established pier lengths. The reconfiguration of the boatlift would encroach into the adj acent riparian property owner's 15' setback requirement. However, the applicant has received a waiver from the adjacent riparian property owner to the north. Submitted by: Robb L.
