My thoughts aren't far off of Ginny's. I don't feel like the site should have over 50% of the credits released until the
issues we noted are resolved. Either as the site matures or by remedial actions taken by the provider. However it would
be reasonable to hold this year's credit until the provider takes action or provides a plan to address the issues the IRT
identified such as flow gauges, monitoring wells, vegetation, downstream culverts, etc.
Although I'm not as convinced the downstream culverts are a flow restriction. I think the water in this system is backing
into the headwater valley I'm just not convinced it caused by the structures. If you look at aerials you can get an idea. It
looks like water on both sides of the culvert get high, either wind tide or drainage. But in my opinion I think the
hydrology that is feeding the lower portion of the site is water backing into the site primarily from the large canal on the
perimeter of the site that we walked out on. I don't think the headwater valley is functioning the way we envisioned
these projects to function. Instead of filling ditches and creating a swell with a watershed, it looks more like a P2
approach to an existing ditch network.
