I'm thinking that is the case so what is done here could be considered precedence setting. Since we are at year two 50% of the credits will be released. If at least 50% of the wetland and HWV stream are meeting success criteria, which I believe they are from our site visit and review of the assets map (wetland size and stream length) then I think the credit should be released. Although some things to consider, Wetland Hydrology Success criteria is 12% and three of the four wells that are meeting success criteria are 12.3, 13.4, 12.3 in a wet year. The trees have poor vigor throughout and there are bare areas. Is the area of the headwater valley that had impounded water considered successful? Even if that area is not successful I think >50% of the HWV is still meeting success. If all the credits are released this year I would think a letter that states the IRT is concerned that the site may not reach 60% credit release next year is needed unless monitoring results change so it clear what to expect in the future. Another option would be to release half the credits due to the site concerns. Here are a summary of the issues/observations as I recall: 1. perimeter ditching and its affect on wetlands and headwater stream, 2. veg vigor and density in headwater stream valley, 3. Flow gauges #s 3 and 4 did not make flow criteria, (a little over 1,000 lf of headwater stream) 4. 3 out of 4 wetland gauges made it, 5. veg plots state they made criteria, 6. They added 4 gauges as per IRT suggestions, 7. Some perimeter ditching filled and they cut paths into the headwater valley, 8. Overall concern on whether the site will support (with drainage surrounding site) a headwater stream I probably missed some issues you folks touched on while you were on the credit release visit. 1 First option: Release credits with the statement to Baker and DMS that if the upper headwater reach on UT2 fails again next season then credit will be proportionally withheld. With the thinking that in a project's first two years, especially hydrologically, the site needs time to adjust, however, the last two years were wet (not sure about down there) Second option: withhold credit on a third of stream credits, or withhold a third of the credits scheduled to be released. At this point I would side with the first option... My thoughts...
