As we discussed a couple weeks ago, we removed the wetland in the SW quadrant. I incorrectly had them add it to the
Tuttle Road project. Attached is the revised plan with the wetland removed, and a note showing the historic property.

Subject: Tuttle Road Br no. 142 replacement Forsyth
John,
We’re replacing Bridge No. 142 (SR 1639) on Tuttle Road in Forsyth with a new bridge. We believe this project can be
authorized under a NW 3 utilizing the Low Impact Bridge process. This is a courtesy copy for DWR.
There is a historic property adjacent to the project. Through consultation with SHPO, it was determined that the project
would have ‘No Adverse Effect’ on the property. See attached documentation.
Also, we committed to a tree clearing moratorium from May 15-August 15 as a conservation measure to avoid
disturbing potential Northern long-eared bats in their summer roosting habitat under the ‘Interim 4d rule’. However,
with the issuance of the ‘Final 4d rule’, NCDOT will no longer meet the moratorium.

No alterations of a known hibernaculum’s entrance or interior environment if it impairs an essential

behavioral pattern, including sheltering Northern long-eared bats (January 1 through December 31);
No tree removal within a 0.25 mile radius of a known hibernacula (January 1 through December 31);
2)
and
No cutting or destroying a known, occupied maternity roost tree, or any other trees within a 150-foot
3)
radius from the known, occupied maternity tree during the period from June 1 through and including
July 31.
NCDOT has determined that the proposed action does not require separate consultation on the grounds that
the proposed action is consistent with the final Section 4(d) rule, codified at 50 C.F.R. § 17.40(o) and effective
February 16, 2016. Section 7 responsibilities are therefore considered fulfilled.
