In accordance with environmental permitting requirements, we have attached the following information to assist in your review of the project: � Five copies of the completed Pre-Construction Notification; • Five copies of the permit drawing denoting impacts to jurisdictional resources; • Five copies of associated mapping with regards to the project area; • Five copies of the Agent Authorization Form; • No streams are located within the NCDOT right-of-way within which project impacts will occur, and no streams within 50 feet of the project area are shown on either the USGS quadrangle or the Granville County soil survey. For this reason, stream data forms are not included. Because wetland impacts will occur as a result of project implementation, the impacts have been addressed on the Pre-Construction Notification Form. Impacts will be to wetlands only. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Existing conditions in the immediate project vicinity are predominantly mowed, grass right-of-way, roadway drainage structures, and commercial establishments. The eastern end of the project also includes a portion of forested right-of-way containing a wetland. Surrounding land use is primarily commercial and residential, with forested corridors in the vicinity of major surface waters. 3b. Explain the purpose of the proposed project: The proposed project consists of 0.48 miles of concrete sidewalk. The sidewalk will provide an increase in pedestrian transportation connectivity along East Industry Drive, a busy roadway, and will provide safe pedestrian access across the roadway in the form of a pedestrian bridge. The sidewalk project is situated between a residential neighborhood and commercial infrastructure, and will provide pedestrian access to these amenities. The eastern terminus of the project will connect to existing sidewalk and a pedestrian bridge over I-85. 3e. Describe the overall project in detail, including the type of equipment to be used: The proposed sidewalk will consist of 0.48 miles of 5-foot wide, concrete sidewalk, located along the north side of East Industry Drive in Oxford, NC. The contractor selected for the project will determine the equipment used on the project. Trail contractors generally use small paving machines and earth moving equipment which results in smaller impacts to the project area than traditional highway construction equipment. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The construction of the sidewalk will result in approximately 0.004 acres of impact to ajurisdictional wetland. The permanent wetland impact will result from fill with class B riprap to diffuse stormwater runoff from a pipe which must be extended adjacent to the wetland. The alternative to extending the pipe and diffusing flow with riprap was not practicable, as it did not provide sufficient elevation gradient to maintain positive drainage, nor sufficient cover over the pipe. The fill was not able to be moved out of the wetland. The following measures have been taken to avoid and minimize impacts to jurisdictional resources: Corridor Alignment — The horizontal corridor alignment was designed to avoid and minimize impacts to resources to the extent practicable. This included keeping the proposed trail closer to the existing roadway instead of at the outer limit of IVCDOT right-of-way in order to minimize environmental impacts. Minimize Grading — The trail has been designed, to the extent possible, to match existing grade in order to minimize the amount of fill, reducing the overall project footprint, and thus the impacts to jurisdictional resources. Minimize Clearing — Where feasible, the trail has been located within cleared road right-of-way, minimizing tree clearing in jurisdictional resources. Stormwater Treatment — All ditches have been designed to outlet as diffuse flow. Erosion Control — Silt fence will be installed along fill slopes and upstream of all wetlands and drainages. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The contractor shall be responsible for minimizing impacts through construction techniques. The bid specifications will call for, where possible, hand clearing, the use of construction mats and low impact machines in sensitive areas, and small paving machines. A request for concurrence with the finding that the proposed project is not likely to adversely affect federally protected species was submitted to the USFWS on January 15, 2016.
