VAN DER VAART Secretary BRAXTON DAVIS Director MEMORANDUM SUBJECT: Paul Slobodian and State Permit # 208-06 RECEIVED/NCDENR/DWR APR 2 9 20116 Water Quality Regional .operations Section Washington Regional office Please find written correspondence enclosed dated January 4, 2016 from Mr. Paul Slobodian, requesting a permit modification. State Permit #208-06 was issued on December 22, 2006 for the construction of a 10 -slip docking facility, observation pier, and subdivision adjacent to Beard Creek in Grantsboro, Pamlico County. The permit expires on December 31, 2017. The request is to re -orient and expand the proposed observation pier adjacent to the existing community docking facility. This proposed fixed dock would be shifted approximately 50' to the south of the previously authorized modification, issued on April 2, 2014. It would also be an additional 5' waterward from the bulkhead than was originally authorized, resulting in it extending a total of 40' waterward. There are no slips proposed. The proposed modification request enlarges the previously approved pier (4/2/2014) from 40' long and 5' wide to a proposed 45' long and 5' wide, and proposes to reconfigure the platform from a "T" to "u, design projecting to the north, The proposed location will keep all portions of the structure 25' from the adjacent riparian property line. The presence of submerged aquatic vegetation (SAV) was noted near shore in the immediate vicinity of the project area. The Morehead City District staff would recommend circulating this proposed modification to the NCWRC, NCDWR, and USACoE for comment prior to making a permit decision. A check in the amount of $100 (#1156) has been received in order to process this request. VAN DER VAART snrermy BRAXTON DAVIS April 15, 2016 Upon opening your letter for Brad Connell, dated April 13, 2016, you stated there was an enclosed check for $100.00. This check was for a minor modification to major permit 208-06. Unfortunately, there was no check in the letter and no sign of damage to the envelope. I believe you must have forgotten to include the check. We recommend you cancel the check if you did indeed enclose one. Please bring or send another check made out to NCDEQ for Mr. Connell so he may move on your request without delay when he returns to the office April 19, 2016. NC Department of Environment and Natural Resources 400 Commerce Avenue Morehead City, NC 28557 Re: CAMA Major Permit #208-06 To Whom it May Concern: 7401 Windward Dr. New Bern, NC 28560 December 31, 2015 Please accept this as my formal request to modify CAMA Major Permit #208-06 to reflect a relocation and 5 ft. length increase to a previously approved wooden pier located on Lot 2 in Baird Creek Point. The new location has three advantages. 1. Eliminates the need to cross marsh grass. 2. Removes any hindrance to navigating the nearby 10 slip marina. 3. Aesthetic improvement to layout of the community. I am also requesting a 5 ft. extension of the walkway. This will allow an increase of about 1 ft. to the water depth. To document this change I have used the Oct. 23`d 2015 update of Google Earth with the proposed modified location drawn. If needed I would be glad to provide any additional information.
