Dear Ms. Best,
Division 3 of the North Carolina Department of Transportation is starting project
development, environmental, and engineering studies for the upgrading of Carolina Beach
Road to a four-lane, divided facility for a distance of approximately 1.5 miles within the
City of Wilmington. The project is included in the 2016 — 2025 North Carolina State
Transportation Improvement Program (March 2016) and is scheduled for right of way and
utilities in fiscal year 2018. Construction is included in the developmental program aud is
scheduled for fiscal year 2021.
A state funded Environmental Assessment (EA) will be prepared for this project.
The document will be prepared in accordance with the State Environmental Policy Act
(SEPA).
The Division is requesting a 30-day SEPA Scoping Review be conducted through
the State Environmental Review Clearinghouse to all appropriate agencies. The Division
would appreciate coimnent on items that agencies feel need to be addressed within the
EA.
