Well, if you got the NW and we got the IP, why don't we make yours a Q like we were going to and we'll
make the IP a new #. We have to ask for stuff for the IP and wait on the public notice anyway so you should
still be able to issue yours before ours. If you can scan a copy of what you got and email it to Sheri or put it in
Laserfiche, Sheri can do what she needs to in BIMS to make it a Q.
Thanks -
Karen

Karn,
Last Friday I received a request to modify the original 401 in my office I haven't been in the office long enough to look
at it yet though. I just figured it had been sent to Raleigh as well. How do we need to handle this?

Hey Chad -
We just got the IP application for this project that's now three projects... I thought the NW12 was coming in
first and that was going to be the 2016-0066 v2 but it looks like we got this one first? I only ask b/c we were
going to have whichever came in first as the v2 that would replace the previous 401. We can do it either way,
just want to make sure we don't have multiple 401 approvals covering the same impact!
Thanks -
Karen

3. Project Description
3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application
The site is a 4 7 mile long, 50-foot wide utility easement paralleling, where possible, an existing, maintained utility right-of-
way The site cuts through various habitats, including pine plantation, pine-hardwood forests, recent cut-overs, residential
yards, and agricultural fields Timberland and agriculture dominate land use in the vicinity, with some areas of low-
density residential development as well as commercial and light industrial uses, especially in the vicinity of the Mountaire
Farms plant at the western end of the project
3b List the total estimated acreage of all existing wetlands on the property
0 63 acre
3c List the total estimated linear feet of all existing streams (intermittent and perennial) on the property
0
3d Explain the purpose of the proposed project
To replace a Piedmont Natural Gas 3-inch pipeline with an 8-inch pipeline that is more easily maintained and is required
to service a new customer in the immediate area (Sanderson Farms)
3e Describe the overall project in detail, including the type of equipment to be used
The replacement line starts at its tie-in to PNG Line 5 on the western end of the project and extends southeast to its tie-in
with a distribution line at Covington Farm Rd The proposed 8-inch transmission line runs parallel to the existing 3-inch
line easement, where practicable Because the new line has been oversized to accommodate future capacity, a 0 96 mile
section of the existing 3-inch line will be left in place between Strawberry Lane and the end of Ireland Dr (see Figure 1)
for the time being, and connected to the new 8-inch line on either end PNG will control a 50-foot wide permanent utility
easement Line placement is expected to average about 500 to 1,000 feet of line per day The trench will average
between three and four feet in depth, so large construction equipment will not be required Typical construction vehicles
will include trench excavators and back-hoes

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
1) Perpendicular crossings of jurisdictional areas, 2) Using existing maintained easement alignment to reduce impacts, 3) In
urisdictional areas, PNG will only permanently maintain 30 ft of its 50 ft. easement.
1b Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques
1) At wetland crossings, timber mats will be utilized to minimize soil disturbance In addition, to restore and revegetate the
wetland, the installation trench will be backfilled with the original excavated material and re-seeded with a herbaceous wetland
plant mix
2) Pre-construction contours will be reestablished and annual seed mixes appropriate to the area will be used for stabilization.
Sediment controls will be retained in-place until vegetation is established and disturbed sods are stabilized
