PROJECT SUMMARY: The applicant proposes to mine the existing bluff shoreline, insta11643' of riprap shoreline stabilization, insta113 -riprap groins and divide the site into 8 residential lots. Highway 45 and Bull Pond Rd. on the upstream (north) end of the Perry's Beach Subdivision near Colerain on the Chowan River in Bertie County, North Carolina. The project site is an undisturbed X3.2 acre tract except for an area less than one acre that has been disturbed under CAMA Minor Permit #2005-13 which was issued on 19 August 2005. A natural bluff, X55' above normal water level (NWL) in elevation, vegetated with mixed hardwoods and pines is a dominating geographic feature along the 790 linear feet of shoreline. A sandy beach, compliments of Hurricane Isabel, exists between the toe of the bluff and normal water level. This width of this beach ranges from 45' on the northern (upstream) to 5' on the southern (downstream) end of the tract. Transitioning landward the 55' high bluff/ridge rapidly decreases in elevation to a wooded wetland located approximately 250' landward of NWL thus a ridge and Swale scenario. The elevation of the tract ranges from X55 feet above water level adjacent the Chowan River to an elevation of ~6 feet above the water level approximately 250 feet landward of the shoreline. However, ~ 160' of the southern (downstream) end of the tract has been excavated down to an elevation of approximately 5' above NWL. Additionally this 160' of shoreline has been stabilized with riprap. This development activity was conducted under CAMA Minor Permit #2005- 13. The southern (downstream) side of the proposed project site is a developed lot which has an elevation of ~ 10' above NWL. This lot is bulkheadedwith asingle-family residence. The northern side (upstream) of the project area is asingle-family residential development, which was constructed under CAMA Major Permit #48-02 issued to Point Comfort, LLC. The Chowan River is classified as B NSW by the Environmental Management Commission at the project site. The Chowan River is Joint Fishing waters and is not open to shell fishing. Project description The applicant proposes to mine (approximately 3.2 acres) the existing bluff shoreline to an elevation of approximately 15' above NWL. The applicant proposes to create 8 residential lots once the bluff has been mined. An access road to the 8 residential lots will be constructed adjacent the wooded wetland drain at the base of the west side slope. The applicant proposes to stabilize the shoreline with 643 linear feet of riprap. The riprap will be positioned 2' seaward of NWL for a distance of 751inear feet along the shoreline. The remaining riprap will be placed above the NWL in order to preserve the natural sand beach. Additionally, the applicant proposed to insta113- 25' long riprap groins. These riprap groins will have a base width of 10' .The applicant proposes no structural development (i.e. impervious surface) of the 81ots at this time. R Anticipated impacts The project as proposed will result in a total upland disturbance of approximately 3.2 acres along the Chowan River. As a result of the riprap shoreline stabilization and the three riprap groins approximately 900 ft2 of River bottom will be filled. Storm water runoff will be sheet flow both toward the Chowan River and partially directed into an existing wooded wetland Swale. No impervious surfaces are proposed for uplands at this time. This application is for the construction of 643 feet of rip rap and the mining of 3.2 acres of uplands with three groins. It is my proposal that this land be developed through mining and rip rap construction for the purpose of residential lots. The constructional methodologies to be used for this development include leveling the land by mining with a backhoe, and using a tractor and pan. This equipment will also be used to establish a shoreline with rip rap, as well as maintain existing drainage and wetlands.
