Per the requirements of GC 3705, the entire multi-family portion of this project must
comply with Stormwater Management Plan (SMP) Requirements for Applicants
Other Than the North Carolina Department of Transportation, available at:

rthanNCDOT.pdf. This policy requires an SMP that removes a minimum of 85
percent TSS and 30 percent of the total nitrogen and total phosphorus from the
stormwater generated by this multi-family portion of this project. The proposed
rainwater cistern does not meet the above pollutant removal criteria and must be
replaced by an appropriate BMP.
2. Figure 3C indicates that a portion of the site will be treated with aStorm-Pure
Filtration catch basin and a level spreader. The DWQ will only allow the use of a
proprietary device if the applicant enters into a Preliminary Evaluation Period (PEP)
with the DWQ Stormwater Unit. During the PEP, the applicant must monitor the
performance of the proprietary device, and if the device fails to provide adequate
pollutant removal, the applicant must replace the device with another BMP. If you
choose to use the Storm-Pure Filtration catch basin, please contact Mr. Ken Pickle of
the DWQ Stormwater Unit at (919) 733-5082 ext. 284 to enter the device into the
PEP Program. In addition, the level spreader is not appropriate at the proposed
location due to the steep slopes in the filter strip.
3. Please provide a BMP Supplement Sheet for each proposed best management practice
that will be used on the site (including both worksheets, Design Summary and
Required Items Checklist), as well as all of the required items. For the three proposed
infiltration trenches, the Required Items Checklists and a number of the required
items were omitted. The DWQ cannot review BMP designs until all the required
information has been provided. The BMP Supplement Forms are available on the
