Dear Mr. Thedford:
The Village of Bald Head Island is requesting renewal of permit # NC0085553.
Please see attached Permit Renewal Application (Signed original and (2) copies).
The Village of Bald Head Island has made no addition to our water treatment
facility since issuance of our last permit.
We are however requesting a reduction or removal of the Upstream/Downstream
sampling requirements for Conductivity and Salinity based on the following.
• Upstream/Downstream "Conductivity" is between 30,000 and 40,000
unhos/cm and our reject discharge runs between 3,000 and 4,000 unhos/cm.
• Upstream/Downstream "Salinity" is between 15 and 25 ppt and our discharge
average is 2 ppt.
It is our belief that the Reverse Osmosis discharge under permit NC0085553 has no
effect on the receiving waters conductivity or salinity. We would be glad to provide
data at your request.

Re: Sludge Management Plan for Permit# NC0085553
Dear Mr. Thedford:
The Village of Bald Head Island does not have a sludge management plan for the
following reasons.
• This permit is for discharge Reverse Osmosis Reject only
• All Reverse Osmosis flow including the reject is pre-filtered with a 5-micron
filtering system. Used filters are disposed as general garbage
• No other solids are generated
