Boylan Avenue Raleigh, NC 27603 Dear Mr. Morris: RE: Division of Water Quality position regarding City of Raleigh preferred alignment of Six Forks Extension Wake County As you know, the City, US Army Corps of Engineers, Division of Water Quality and your staff have been working for some time on the environmental issues surrounding the City of Raleigh's preferred location for the extension of Six Forks Road across Crabtree Creek between Atlantic Avenue and Capital Blvd. The location that the City prefers would tie into Hodges Street near the old State Farmer's Market in order to align with the stop light at Hedges Street and Capital Blvd. In order to address the wetland, stream and buffer permitting issues on the site, the Corps of Engineers conducted a wetland delineation for the state property on the south side of Crabtree Creek. Division staff have carefully reviewed the proposed alignment of Six Forks Road as shown on a map entitled "Exhibit W: Limits of Wetland Disturbance -Six Forks Road Road Extension" dated July 27, 2007 as prepared by J Davis Architects. Based on our analysis of the location of wetlands north and south of Crabtree Creek as well as the location of the Floodway Limit and stream buffers, the Division believes that the City of Raleigh's preferred location is the best practical alternative for the location of the extension of Six Forks Road across Crabtree Creek with respect to any 401 Certification or Neuse River buffer permitting. We also understand that the City may pursue permitting of this alignment in the near future although funding for construction is currently not completely available. If additional information is raised during the public comment portion of the permitting process, then DWQ may need to revisit our conclusion as to the preferred alignment. However at this point in time, the Division supports the City's proposed alignment of Six Forks Road as shown on the above mentioned map. If you have any questions, please call me at 919-733-9646.
