Rob,
The Department proposed mitigation only for permanent stream impacts loss due to encasement in a culvert and all
wetland impacts. We did not propose mitigation for permanent stream impacts due to bank stabilization or riparian
buffer impacts. There were several compelling reasons for this:
-Existing streambanks upstream and downstream of the bridge structure are vertically incised and unstable. Extensive
rip rap stabilization would have been required even if the replacement structure was a bridge. Extensive riparian buffer
impacts would also have been required to gain access to the area.

-The proposed design also calls for an elevated utility line downstream of the culvert which replaces existing elevated
utility lines. Extensive rip rap streambank armoring is required to stabilize the bank around the line.
-The project is located in an urban, flashy watershed. Extensive rip rap streambank armoring would be required based
on any type of replacement structure. See critical scour undermining of existing components at the bridge.

NCDOT Division 5 proposes to replace Bridge No. 310093 over Third Fork Creek on SR 1945 (South Alston Avenue) in
Durham County. Note that this is part of the State Funded Design Build Year II Set A program. The existing bridge is
being replaced with an aluminum box culvert. The following information is attached as part of this permit application:
-Signed and scanned copy of PCN form
-In-lieu fee mitigation acceptance letter
-Combined Stream/Wetland and Riparian Buffer Permit Drawing Package
