Construction of this project necessitated the relocation of portions of two tributaries to Horsepen Creek, Main Tributary #2 (South) and Tributary A (North). The relocation of these stream reaches was completed in March 2011. The stream relocations were permitted through the U.S. Army Corps of Engineers (Action I.D. SAW 2007-03980) and the North Carolina Department of Environment and Natural Resources (DWQ Project #06-0684) and required a Level 1 Stream Restoration Mitigation and Monitoring Plan for this project. This level of monitoring includes the establishment of photo reference sites, plant survival monitoring, and channel stability monitoring. The relocated stream reaches were assessed using Rosgen Level II Classification methods. The following end of fifth year survey was conducted to evaluate and document the conditions of the relocated stream channels following five years after the completion of construction. This data will be compared to the as -built survey which provided a baseline for these future monitoring events as well as the first, second, third, and fourth year surveys. Methods Photo Reference Sites Photographs were taken during: 1) Fifth Year Survey for Channel Stability on March 23, 2016 In stream structures including rock vanes, root wads, and grade control sills were photographed facing upstream and downstream. Stream bed and banks were photographed for visual comparison of stability. 1 Fifth Year Monitoring Report: Channel Stability New Garden Road Widening Phase II Project No. P-3741 Channel Stability A geomorphic survey was performed by engineers from USI with the assistance of a scientist from CWS on March 24, 2016 following five years after the construction of the new stream channels. The survey included a longitudinal profile, a cross sectional survey, substrate sampling (Wolman reach -wide pebble count), and photo documentation of each of the stream reaches. This data was used to classify each reach using the Rosgen Level Il system. Bank pins were also checked on both reaches to monitor bank stability. Surveying methods (using a rod, level, and tape) followed the guidelines given in Stream Channel Reference Sites: An Illustrated Guide to Field Technique, General Technical Report RM -245, United States Department of Agriculture, Forest Service. A relative benchmark for the Fifth Year survey was established on the top of an existing sanitary sewer manhole immediately adjacent to New Garden Road. The surveys of both streams were tied together to the top of the sanitary sewer manhole with a given elevation of 100.00. The actual elevation of the existing sanitary sewer manhole as a permanent benchmark is 775.70. This is shown in the Raw Data portions of the Appendices. The Raw Data also shows the correction of the elevations taken during the survey to actual elevations. Results Photo Reference Sites As part of the Fifth Year survey for the project, all areas of the project were photo documented. In stream structures including rock vanes, root wads, and grade control sills were photographed facing upstream and downstream. Stream bed and banks were photographed for visual comparison of stability. Representative photographs are included in Photopage 1 (Appendix A). The locations and directions of each of these photographs are shown in Figure 2 (Page 5). As an aside, the same locations and directions were used for these photographs as those taken during the As -Built, First Year, Second Year, Third Year, and Fourth Year surveys. 3 Fifth Year Monitoring Report: Channel Stability New Garden Road Widening Phase I1 Project No. P-3741 Channel Stability Main Tributary #2 Main Tributary 42 flows north through the project area and through the new culvert installed beneath the widened New Garden Road. The Fifth Year survey of Main Tributary #2 was conducted on March 24, 2016 by representatives from USI and CWS. The relocated stream channel exhibited substrate consisting of medium gravel (1350 = 11.3 mm). The channel slope is 0.009 ft/ft with a sinuosity of 1.18. The average bankfull width and depth for this reach are 27 feet and 2.06 feet, respectively. The average bankfull cross sectional area for riffle portions of the stream is 50.98 ft2. The average flood -prone area width for Main Tributary #2 is approximately 60.80 feet. The new stream channel has a Rosgen Level II classification of C5. Permanent cross sections were established during the As -Built survey and marked with rebar to allow future monitoring of the same locations. Figure 2 on page 5 shows the locations of these permanent cross sections. No No No No No No Gel Fifth Year Monitoring Report: Channel Stability New Garden Road Widening Phase II Project No. P-3741 Tributary A Tributary A is a minor tributary which flows west along the toe of the widened New Garden Road embankment to its confluence with Main Tributary #2. The Fifth Year survey of Tributary A was conducted on March 24, 2016 by representatives from USI and CWS. The relocated stream channel exhibited substrate consisting of coarse gravel (D50 = 16.0 mm). The channel slope is 0.021 ft/ft with a sinuosity of 1.37. The average bankfull width and depth for this reach are 18.75 feet and 2.05 feet, respectively. The average bankfull cross sectional area for riffle portions of the stream is 33.43 ftZ. The average flood -prone area width for Tributary A is approximately 48 feet. The new stream channel has a Rosgen Level II classification of E4. Permanent cross sections were established during the As -Built survey and marked with rebar to allow future monitoring of the same locations. Figure 2 on page 5 shows the locations of these permanent cross sections. The As -Built, First Year, Second Year, Third Year, Fourth Year, and Fifth Year conditions of Tributary A (Cross Sections C and D) are summarized below in the following tables.
