T�NNYS+DN Secretary April 22, 2016 MEMORANDUM TO: Participating Agency Partners FROM: SUBJECT: April Annis, Project Manager Agency Scoping by Letter for TIP Project Numbers I-5877, I-5878, I-5879, and I-5883 North Carolina Department of Transportation (NCDOT), Project Development and Environmental Analysis Unit (PDEA) has started the project development, environmental and engineering studies for the projects shown above. These projects are included in the NCDOT's (2016-2025) 10-Year Plan and are scheduled for right of way and let in fiscal years shown below. We ask that you would please review the attachments and respond to us via return letter by May 31, 2016 with discussion of any additional known information regarding your resources and/or areas of expertise for these projects. We would especially appreciate any information you might have that would be helpful in identifying and evaluating important issues or topics that should be considered. Long Ranqe Plan History: The 2011 Harnett County Comprehensive Transportation Plan (NCDOT-TPB, 2013) included discussion of the I-4745 project, which was to upgrade interchanges and widen I-95 from its current four lanes to a six lane freeway throughout Harnett County. The plan classifies I-95 as a Freeway in need of improvement and as significantly over capacity by 2035. West of I-95, Long Branch Rd. is classified as a major thoroughfare in need of improvement and as over capacity by 2035. The CTP proposes construction of a Dunn-Erwin Southern Truck Connection to lessen truck traffic on US 421 through Dunn. The Connection would connect US 421 west of Dunn with Long Branch Rd. west of the study area and include improvements to Long Branch Rd. west of Exit 71. The existing historic bridge (#420037) on Bud Hawkins Rd. was constructed in 1958 when I-95 was a two-lane road. The bridge is structurally deficient, functionally obsolete, and under height. The length of the bridge constricts the lengths of the north- and southbound exit ramps and does not allow for the anticipated future widening of I-95 to six lanes. The existing bridge (#420066) on Pope Rd./Spring Branch Rd. was constructed in 1954 when I-95 was a two-lane road. The bridge is functionally obsolete, structurally deficient, and under height. The length of the bridge does not allow for the anticipated future widening of I-95 to six lanes. The existing bridges (#420073 and #420077) on I-95 at US 421 were constructed in 1955, when I-95 was a two-lane road. The bridges are functionally obsolete and under height. The southbound I-95 entrance/exit ramps at US 421 have suboptimal safety ratios, and the northbound I-95 entrance ramp has a suboptimal safety ratio and ramp design. The decision sight distance between the I-95/SR 1793 (Spring Branch Rd./Pope Rd.) and I-95/US 421 (Cumberland Rd.) is less than optimal. In addition, access roads along I-95 at both exits have direct connections to I-95 exit/entrance ramps. Long Ranqe Plan HistorY: The 2015 Lumberton Tomorrow Land Use Plan indicates that the interchange is the fourth most important area for the City to focus resources and encourage growth. The City would like to make the interchange a focus area for tourists and visitors by improving its aesthetics. A wider overpass and multi-use path are part of the plans. The City would like these improvements to be implemented in the short term. Plans that are either on-going or to be implemented in the short- term include complete streets improvements to Carthage Rd. east of the interchange. - The Draft Lumberton CTP discusses the I-5879 project; proposes widening of Carthage Road to 2, 12-foot lanes with sidewalks (on both sides of the road) and a bike route east and west of the interchange; indicates that I-95, Carthage Road, and nearby access roads are in need of improvement; and recommends a bus route on Carthage Road.
