General Project Narrative: The purpose of the project is to replace Bridge No. 56 on SR 1342 over Great Swamp in Wayne County. The existing bridge is 69.0 feet long. The replacement structure will be
(Description of Minimization of Water a 2@ 50' long bridge, providing a 30.83' clear deck width. The roadway grade of the new structure will be approximately the same as the existing structure. There will be no
Quality Impacts) direct discharge into the stream (deck drains on the bridge). The length of the bridge was set so that it did not fill in the existing stream at the upstream southwest corner. The
existing bridge had two bents in the stream, while the proposed bridge only has one bent in the stream. The only way to avoid the proposed bent in the stream was to make the
bridge significantly longer. All existing stormwater drainage patterns were maintained on the project to the fullest extent. The storm drainage system picking up the bridge deck
drainage will be outleted outside of the Neuse buffer zone 2 onto a dissipator pad in an existing ditch on the southeast quadrant of the bridge. The ditches on the northeast and
southeast quadrants were able to be retained. New ditches will have to be installed on the northwest and southwest quadrants. The ditch on the northwest quadrant of the
bridge tied into the existing outfall and did not impact the buffer zone. The ditch on the southwest quadrant of the bridge had to be ditched to the stream, just as the existing
ditch was, since the existing ditch was filled over. The existing ground was too steep to allow a dissipator pad and sheetflow outside of Buffer Zone 2.

Project Description —
NCDOT proposes to replace Bridge #56 which is currently a 4 span 69' x 25' bridge with a 2 span 100' x
30' bridge over Great Swamp. All storm water is directed to a dissipater pad in the SE quadrant outside
of Buffer Zone 2. There are 2752 square feet of impacts to Buffer zone 1 and 960 square feet of impacts
in Zone 2 that will be associated with this project.
