Pursuant to our 26 May 2005 meeting in Avon, Dare County, North Carolina, enclosed please
find a copy of all background documents I have in my file regarding the Avon/Kinnakeet sand
mine (DLR permit 28-16). The binder contains, in reverse chronological order (newest to
oldest), all mining permits, Corps "tear sheets", permit expansion applications, DOT letters,
agency review comments, soil testing data, and other correspondence. Each component of this
binder has been tabbed for ease of use and navigation.
Because some of the printed pages I provided were nearly unreadable, I've also included, in
PDF format for your use, a CD with the Power Point presentation I gave during our meeting. I
had planned to e-mail this file but since it is nearly eight megabytes, I thought this method would
be better. As you'll notice, this version is slightly different than the printed one. The enclosed
version contains the slides I used in our meeting, with a few typos corrected.
As we discussed during the meeting, I will submit, as Tom Steffens described, a PCN form with
an EA as a cover letter for your review and comment. I hope to have this detailed application
submitted to your office during July. In the meantime, is anything preventing us from
proceeding with the public notification? I could have a brief project summary suitable for
publication and distribution ready within a week.
