In the event the previously scheduled Committee meeting adjourns prior to the estimated adjournment time, the other Committee meeting may be called to order by the Chair, fifteen minutes after the previous meeting adjourned.

North Carolina General Statute 138A-15 mandates that at the beginning of any meeting of a board, the chair shall remind all members of their duty to avoid conflicts of interest under this Subchapter. The chair also shall inquire as to whether there is any known conflict of interest with respect to any matters coming before the board at the time.

3. Action – Presentation on the Management of 1,4 Dioxane Discharges to Surface Water – Pathways Forward Division staff will provide a summary of the statewide monitoring and sampling data for 1,4 Dioxane and recent sampling data on the facilities that are known to discharge 1,4

4. Information – SL 2024-44 Section 5.1 Modernized Wastewater Permitting to Support Environmentally Sound Economic Development This legislation provide that DEQ and the EMC “shall develop and submit to the United States Environmental Protection Agency for USEPA's approval draft rules that establish methodologies and permitting requirements for the discharge of treated domestic wastewaters with low risk following site-specific criteria to surface waters of the State, including wetlands,
perennial streams, and unnamed tributaries of named and classified streams and intermittent streams or drainage courses where the 7Q10 flow or 30Q2 flow of the receiving water is estimated to be low flow or zero flow, or under certain conditions non-existent, as determined by the United States Geological Survey (USGS).”
A joint letter from the Division of Water Resources and the Environmental Management Commission with a concept rule was submitted to the EPA Region 4 on July 31, 2024, requesting the review of a draft rule concept as presented in SL 2024-44 Section 5.1. On December 20, 2024, EPA responded. Section 5.1 also required the establishment of Wastewater General Permit Working Group Be established by the NC Collaboratory and DEQ to create a Wastewater Treatment and
Discharge General Permit. The work group is scheduled to submit its final report to the ERC on March 15, 2024. Quarterly reports have been submitted to the ERC and the March 1, 2025, quarterly report is attached.

EPA’s December 20, 2024 Response 5. Information - Flow Rate Study for Schools and Daycares (Karen Preston, NPDES Municipal Unit Supervisor, DWR) The Division of Water Resources will provide an update on the study that was conducted to gather information from other states on flow rates from schools and daycares, and propose recommendations for reduction of North Carolina rates as required by Section
