Hi Gregg,

Please make sure you are listing previous Corps permits in the "Project History" section of the PCN. According to our
database, we issued (through your firm) a Nationwide Permit 42 in 2013 which resulted in the loss of 0.49 acre of open
waters to improve hole 16. Is this permit mentioned anywhere in the recent application? Your client is required to
disclose all Corps permits previously issued to them for their single and complete project (the larger Quail Hollow golf
course and associated amenities). I need you to coordinate with your client today before I issue this verification to make
sure they have not received any other Corps permits for this golf course (including non-reporting projects resulting in
loss).

Fortunately for your client, Alan Johnson and I determined that the upper 276 linear feet of this feature that you
originally called a stream is actually a non-jurisdictional storm water conveyance. Your original PCN would not have
qualified for a Nationwide Permit 42 and you would have been looking at a 4+ month individual permit process. By my
calculations, the cumulative loss associated with Quail Hollow golf course development will be 0.498 if this verification is
issued. Please make sure your client is aware that any future projects that result in the loss of greater than 0.002 acres
of waters will require an individual permit.

I had anticipated that as well. However, I had to take some unexpected leave this morning for personal affairs.

I have another permit I have to get out this afternoon. It is unlikely that I will be able to finish the review of Quail Hollow
today. You should see a decision before lunch on Monday.

FYI. I have reviewed your response to our incomplete application letter dated April 5, 2016 and I have determined that
the application is now complete (complete date is April 11, 2016).

We are working with the Corps and met with them yesterday and discussed the project briefly. As soon as we
get his approval we will forward onto everyone. He sounded like he would go along with the State's stream call which
would mean no mitigation.

Thank you for all your hard work getting this permitted. We received the grading and erosion control
permit on Monday so we only need the Corps approval to fill the stream channel – two down, one to go.
