This framework allows federal agencies to rely upon the U.S. Fish and Wildlife Service's (USFWS) January 5, 2016, intra-Service Progammatic Biological Opinion (BO) on the fina14(d) rule for the NLEB for section 7(a)(2) compliance by: (1) notifying the USFWS that an action agency will use the streamlined framework; (2) describing the project with sufficient detail to support the required detemvnation; and (3) enabling the USFWS to track effects and detemune if reiniriation of consultation is required per 50 CFR 402.16. This form is not necessary if an agency determines that a proposed acrion will have no effect to the NLEB or if the USFWS has concurred in writing with an agency's detennination that a proposed action may affect, but is not likely to adversely affect the NLEB (i.e., the standard informal consultation process). Acrions that xnay cause prohibited incidental take require separate formal consultation. Providing this information does not address section 7(a)(2) compliance for any other listed species. Project leugth is approximately 275 feet. Existing right-of-way is 60 feet and the proposed right-of-way will be 60 to 105 feet. There will be an off-site detour. SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW Description of revieiv aciivities, results. nnd conclusions: Review of HPO quad maps, HPOweb GIS mapping, historic designations roster, and indexes was conducted on 2/11/l3. Based on this review, there are no existing NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). Built in 1964, Bridge No. 11 has not yet been evaluated for eligibility to the National Register of Historic Places (NRHP) due to insufficient age. Nevertheless, it is a standard type bridge with no outstanding significance and appears to not qualify for the NRHP. The CRS also reviewed Stokes County GIS and tax records which revealed one property over the age of fifty years within the project APE. This property, a ca. 1940 small frame house with outbuildings, not does appear to possess the architectural or historical significance to be considered eligible for the National Register of Historic Places (NRHP) according to the images from Google Street View. Thus, a survey is not required for this project.
