The purpose of the project is to provide immediate travel time reliability along I-77 from Uptown Charlotte to the Lake Norman area. This Project crosses four areas of the Federal Energy Regulatory Commission (FERC) project boundary for Duke Energy's Cowens Ford Development (Lake Norman) which requires the approval and conveyance of lands to accomplish the Project's stated purpose. As part of the process to secure proper permits across the FERC project boundary, NCDOT met with Duke Energy Lake Services for a pre-application meeting to discuss the Project and application process (see Appendix A, Meeting Minutes). All improvements at the FERC project boundary would be within the existing NCDOT right-of-way (ROW) with work being done primarily in the median. No additional ROW is required for the four areas that cross Lake Norman. Per prior coordination with Duke Energy Lake Services, there are four areas of the I-77 HOT Lanes Project that cross Lake Norman Project Boundary. These, listed from south to north, include (see Figure 1): � ➢ Area 1) A 6'x6' reinforced concrete box culvert passes perpendicularly under I-77 that carriers the 760' contour line. This culvert is located approximately 0.25 miles south of the Griffith Street overpass or 0.80 miles south of the Mecklenburg and Iredell County Line. , ➢ Area 2) A 6'x6' reinforced concrete box culvert passes perpendicularly under I-77 that carriers the 760' contour line. This culvert is located approximately 0.25 miles north of the Griffith Street overpass or 0.33 miles south of the Mecklenburg and Iredell County Line. ➢ Area 3) A 7'x7' reinforced concrete box culvert passes perpendicularly under I-77 that carriers the 760' contour line. This culvert is located approximately 0.50 miles north of Williamson Road or 3.3 miles north of the Mecklenburg and Iredell County Line. ➢ Area 4) Currently spanned by two separate bridges (one per bound of travel on I-77) located on I- 77 over Reeds Creek. These bridges are located approximately 0.50 miles north of the Langtree Road overpass or 4.0 miles north of the Mecklenburg and Iredell County Line. The bridges have an overall length of 120'-0" and consist of 3 spans with a combination of structural steel and precast concrete pile substructure. Appendix B presents color photos of the four crossing areas. The proposed construction includes: Traffic control including restriping, removing rumble strips and placing temporary concrete barrier; widening and addition of lanes over culverts (Areas 1-3) with new pavement including grading and drainage, lime stabilization, aggregate base, asphalt pavement; widening of lanes over Reeds Creek Bridge (Area 4) by partial demolition and widening of existing structures; placing new asphalt pavement course, pavement markings, and Intelligent Transportation Systems (ITS). The newly widened portion of the existing bridges would not result in a reduction in the existing vertical bridge clearance. Bridge rehabilitation activities include removing deteriorated concrete deck using roto-milling and hydro- demolition methods and overlaying with latex modified concrete, disposal of waste material, installing NCDOT I-77 DUKE ENERGY CONVEYANCE PERIVIIT APPLICATION '� and replacing foam joint seals, sealing joints, grooving bridge decks, replacing concrete barrier rails and paving asphalt approaches. During the hydro-demolition of the bridge deck surface, all deck drains in the immediate work area will be sealed prior to beginning the deck scarification and will remain sealed until it has been determined that materials from the hydro-demolition and concrete overlay operations cannot be discharged through these devices. In addition, falsework would be installed during the partial demolition, as necessary, to encapsulate any debris from escaping the confines of the work areas and allow for proper disposal. Construction access for the widening/rehabilitation of the bridge will occur by barges situated on Reeds Creek, from a temporary work platform as shown in the Navigational Safety Plan (Appendix C), or by a combination of the two, depending on lake levels during construction. The work zone will be delineated by the combination of high visibility turbidity curtains, danger buoys with solar powered white lights and reflectorized hazard signs in an effort to safely guide boaters through the work zone (see Appendix C, Navigational Safety Plan). Once construction in Area 4 is complete, any barges and/or temporary work platforms will be removed and the waterway navigation restored. Bridge construction will not result in a permanent vertical reduction in the bridge height. Furthermore, water withdrawal activities from Lake Norman are requested at the following locations, listed from south to north (see Figure 1): • Site 1) Storm drainage outfall approximately 0.40 miles south of Griffith Street overpass on the west facing side of the Lake Norman causeway. • Site 2) Storm drainage outfall approximately 0.90 miles north of Griffith Street overpass on the west facing side of the Lake Norman causeway. i • Site 3) Storm drainage outfall approximately 375 feet south of Reeds Creek bridge over Reeds Creek or 0.90 miles north of Williamson Road overpass on the west facing side of the Lake Norman causeway. Water withdrawal sites will be a specific 5-foot x 25-foot rectangular area extending from the 760' contour line in front of existing storm drainage outfalls. Withdrawal operations will consist of a 6-inch � centrifugal pump utilizing a 4-inch diameter hose coupled to an intake screen. Approximate daily water withdrawal will not exceed 75,000 gallons per day per location, during peak construction activities. Water would be used for construction support activities such as dust control, lime hydration, compaction efforts, and seeding operations. Ma�cimum pump rate capability in the proposed siting conditions would not exceed 160 gallons per minute, per pump (230,400 gallons per day per pump). Combined water withdrawal capability for all three sites is less than 1MGD. Construction will occur 5-7 days a week, with the probability of night time work. The Project is anticipated to be completed in Q4 2018 The Duke Energy shoreline classification in all areas identified in this application are listed as `Public Infrastructure'. The intake hose will be ran through existing storm drain pipes to the shoreline and extend into the lake 25-feet from the shoreline (760-foot contour). Each intake hose will be coupled to an intake screen to mitigate the potential entrainment of fish or aquatic organisms. Water withdrawal sites will be a specific 5-foot x 25-foot rectangular area extending from the 760' contour at existing storm drainage outfalls. Approximate daily water withdrawal will not exceed 75,000 gallons per day per location, during peak construction activities. Water would be used for construction support activities such as dust control, lime hydration, compaction efforts, and seeding operations. Maximum pump withdrawal rates would not exceed 160 gallons per minute (230,400 gallons per day per pump). The critical lake elevation for the intake is 750 feet. A single, coast guard approved, lighted `Danger' buoy would be installed about 10-feet from the submerged intake to warn boaters of a potential hazard.
