City of Charlotte 1 Charlotte Area Transit System Construction
Charlotte, Mecklenburg County
Dear Mr. Hennessy:
Dewatering activities have been suspended at least temporarily at the referenced construction
project, and consequently, the City of Charlotte desires to make the referenced permit inactive effective
midnight, April 22, 2016. We understand that while the permit is inactive there is no need to submit monthly
discharge monitoring reports to your agency and there is no need for the operator in responsible charge
(ORC)to perform inspections of the treatment system.
The current construction NPDES permit NC0089371 is effective until June 30, 2017 and consists of
four separate discharge points (Outfalls 001 through 004) dependent upon construction location. At this time,
construction and dewatering has ceased in these areas. Should dewatering be required again on this
construction project, the City of Charlotte understands that it may begin dewatering immediately so long as it
complies with the permit requirements (including operation of treatment equipment, monitoring of effluent
chemistry, and inspections by an ORC) and submits a request to reactivate the permit shortly after or before
dewatering activities begin.
Please deactivate this permit effective midnight April 22, 2016. At the appropriate time, the City of
Charlotte will formally request to rescind the permit.
