On behalf of our client, Novo Nordisk, we would like to submit the following revised riparian wetland
impact quantities (a 0.14 acre increase) associated with the interior roadway network for the Novo
Nordisk pharmaceutical facility. These increases are the result of the final roadway elevations and
slope stakes as shown on the attached/revised permit drawings. It is my understanding that these
revised numbers will be incorporated into the pending 404 permit and will require a modification to
the previously issued 401 WQC. As you are aware, NCDOT is conducting the roadway design for the
Gordon Road access and once that design is completed will submit a separate permit modification
request as required.
The specific impact changes resulting in the 0.14 acre increase are as follows:

This change will increase the jurisdictional wetland impacts associated with the pharmaceutical
facility from the originally proposed 2.31 acres to 2.45 acres and the overall project impacts
(pharmaceutical facility and Gordon Road Access) from 5.32 acres to 5.46 acres. All of the impact
tables that were submitted as part of the Individual Permit Support document have been revised to
reflect these changes (attached- tracked changes).
In addition, Novo Nordisk will be utilizing Resource Environmental Solutions, LLC (RES) - EBX-Neuse
I, LLC Wetland mitigation bank to provide the required mitigation credits for the 404/401 permit for
impacts associated with the pharmaceutical facility. RES's statement of availability for the required
4.9 acres of mitigation credits is attached. As specified in the permit application, Novo Nordisk,
working under an agreement with NCDOT, will be responsible for mitigation associated with impacts
resulting from construction of the Novo Nordisk facility only. NCDOT will be responsible for the
mitigation associated with impacts limited to the Gordon Road Access only.

This document confirms that Novo Nordisk Pharmaceutical Industries, Inc. (Applicant) for the Bright
Sky (Project) has expressed an interest to utilize 4.90 Riparian Wetland Mitigation Credits from the
EBX-Neuse sponsored Bank: Neu -Con Wetland & Stream Umbrella Mitigation Bank, specifically the
Howell Woods and Arrington Bridge III Sites in the Neuse HUC 03020201. The amount of credits from
each bank will be determined when the permit is issued and payment is made. As the official Bank
Sponsor, EBX-Neuse I, attests to the fact that mitigation is available for reservation at this time.
These mitigation credits are not considered secured, and consequently are eligible to be used for alternate
purposes by the Bank Sponsor, until payment in full is received from the Applicant resulting in the
issuance of a Mitigation Credit Transfer Certificate by the bank acknowledging that the Applicant has
fully secured credits from the bank and the Banker has accepted full responsibility for the mitigation
obligation requiring the credits/units.
The Banker will issue the Mitigation Credit Transfer Certificate within three (3) days of receipt of the
purchase price. Banker shall provide to Applicant a copy of the Mitigation Credit Transfer Certificate and
a documented copy of the debit of credits from the Bank Official Credit Ledger(s), indicating the permit
number and the resource type secured by the applicant. A copy of the Mitigation Credit Transfer
Certificate, with an updated Official Credit Ledger will also be sent to regulatory agencies showing the
proper documentation.
