A couple things to add:

1. Remove rock from stream channel at permit site 4. Rip rap is supposed to be on the banks only.
2. At permit site 1, once excess pipe is removed, confirm that the pipe is installed 'at grade', i.e. not perched.
3. At permit site 11, please make sure the culvert is back filled with a mix of rock and native bed material. The concern
is due to the steep culvert slope, fine material won't be retained.
4. Permit site 14, go ahead and treat jurisdictional channel as a ditch and install check dams to isolate it from Smith
Creek.

Since the sediment was over 1, 5 gal bucket, I'll notify DWR, and cc everyone for their records.
