RE: Request to Withdraw 401 Major Permit Application for The Willows Phase I

Dear Jennifer,
Pharmlogic, LLC (herein referred to as the "Applicant"), has submitted an application for a U.S. Army
Corps of Engineers (USACE) Individual Permit (IP) and to the NC Division of Water Resources (DWR)
for a Major Certification, which are necessary to facilitate the construction of the extension of Curran
Court, within the existing Willows subdivision, located in Leland, Brunswick County, North Carolina.
At this time, we are working with the USACE, to resolve the mitigation component of the application. With that
being said, we withdraw the application and reapply to restart the processing time period for DWR. SEGi will
resubmit the application, once the mitigation issue has been resolved.
