On Monday, April 4, 2016, the environmental permit pre-construction meeting was held onsite for the NC 8 Over I-85
Business project (C203587) in Davidson County. In attendance were Dale Swicegood (Resident Engineer), Larry Shaver
(Asst. Resident Engineer), Shane Manuel (NCDOT Project Inspector), Amy Euliss (NCDOT Environmental Officer), and
yourselves (representing JT Russell & Sons). Following is a summary of the items that were discussed:
The only permitted site (Site 1) for the project is located at –Y- Lt Sta. 16+30 (+/-). The permit drawings (dated
2014) indicate replacement of the existing headwall and pipe system. The construction drawing (dated 2015) is
noted “Do Not Disturb Headwall”. The construction drawing indicates leaving the last 19’ of existing pipe in
place and installing a pipe liner. It was believed (and later confirmed) that the headwall is classified as historic
and is therefore shown on the construction drawings to remain. As per these drawings, there shall be no
disturbance to the headwall or the channel downstream of the headwall. The trees adjacent to the headwall
and channel should also be left undisturbed.
Visual observation of the headwall and existing channel revealed a constant flow of water from the pipe system,
during our meeting. This water is designated as a jurisdictional stream beginning at the headwall. Ms. Euliss
noted that due to the water being a jurisdictional stream, every location entering the pipe system shall be
considered an SDO and shown as such on the NPDES reporting.
The source of the water in the pipe system was not determined during the meeting, but will be determined
before ground disturbing work began.
Ms. Euliss confirmed that the C203587 project was granted an exemption from the bat moratorium that had
been previously discussed.
This concluded the meeting. Any discrepancies to the above notes from the meeting should be provided to the Resident
Engineer. If no discrepancies are noted, this will indicated concurrence with the minutes as noted.
