The fill impact is limited to 0.21 acre of open waters (the pool isolated by the existing diversion berm) that will be filled for the right -side (west) spillway and embankment construction. (photos attached). My question is, can the contractors get started on this Stage 1 work before the IP is approved? Stage 1 will take a few months to complete before they start Stage 2 impacts on the flowing channel, by which time I expect the permit will be issued. If that's not an option, then can we submit a PCN and get quicker approval for just the Phase 1 work? The contractors really need to get started by early Apr. The delayed IP submittal was entirely my own fault. Please let me know if there's some way we can expedite approval (or proceed without formal approval) for just the Stage 1 impact to 0.21 acre of open waters. Thanks!
