I, Jonathan Coulter, am submitting this letter seeking an Authorized Certificate
upon a "no practical alternative" determination of utilizing part of Zone 2 of
the Neuse Riparian Buffer.
(i) Jonathan Coulter, 2713 N Mayview Rd Raleigh 27606, 919.219.4678;
(ii) Minor variance request for the installation of gravel driveway in
Zone 2;
(iii) Pineview Hills (subdivision), USGS Raleigh West (NC) Quadrangle; UTM
Zone 17 707380E 396O9O9N; N.C. Division of Water Quality in Raleigh
jurisdiction;
(iv) See attached maps;
(v) This application for a minor variance is sought to be able to integrate
a gravel driveway in conjunction with an existing retaining wall.
Because there is a central desire of the construction of this new
house and surroundings to have universal accessibility, the current
ability to park a vehicle close to the house is very difficult.
This proposed driveway would disturb approximately 35 linear feet
and 700 square feet of Zone 2 of the riparian buffer.
(vi) Best management practices:
There are multiple strategies that have been and will continue to
be utilized to reduce soil surface impacts and supplement soil
stability pre, during, and post construction.
Currently clover and vetch ground covers are present to
strengthen soil stability on the exposed soil locations created
after preparing the building site. During construction, a silt fence
will be located between Zone 1 and Zone 2 as well as an
additional one located between Zone 2 and the construction site.

Post construction, to minimize overland flows, clover and vetch
will be replanted to stabilize soil and return nutrients back to the
soil for the replacement ground cover. To eliminate the impacts
of house roof downspout water volume on soil surface erosion,
cisterns will be incorporated into the downspouts. These cisterns
will be utilized to water the landscape surrounding the house in a
more dispersed manner than just during periods of rain.
Also, post construction fruit trees and berry bushes will be
planted in Zone 1 and Zone 2 to supplement the development of
root development in stabilizing soils conditions.
