A Section 404/ NEPA Interagency Merger Team Meeting, was held on Tuesday, September 29, 2015, at
10:00 am, in the Highway Division 9 Conference Room, in Winston-Salem. Packets containing the meeting
agenda, preliminary impacts tables, vicinity map, environmental features map, river basins map, project
study-corridor mapping, proposed typical sections, Community Characteristics Report Executive
Summary, NC Intrastate System Map, current area project maps, and traffic forecast sheets, were
electronically mailed to the R-2577ABC Merger Team members, prior to the meeting. Per the attendance

Meeting Purpose
The purpose of this meeting was the presentation of relevant, project environmental impact tabulations to
the R-2577ABC Interagency Merger Team, in order to reach concurrence on Point 2A, Bridging Decisions
& Design Options for Further Study, in Sections A, B and C. Large-scale, corridor-constraints aerial
mapping and representative project photographs were displayed during the R-2577ABC Merger Team
Meeting presentation and discussion.
Project Description
R-2577A, will widen US 158 (Reidsville Road) to a multi-lane facility, from existing multi-lanes north of
I-40 Business-US 421-NC 150 in Forsyth County, to SR 1965 (Belews Creek Road), in Forsyth County.
R-2577B, will widen US 158 to a multi-lane facility from SR 1965 (Belews Creek Road) in Forsyth County,
to north of SR 2034 (Anthony Road), in Guilford County. R-2577C, will widen US 158 to a multi-lane
facility from north of SR 2034 (Anthony Road) in Guilford County, to the junction of US 220 in Guilford
County. Right-of-way acquisition and construction for all three sections of R-2577ABC will occur,
independently. The total project length is 18.8 miles. Concurrence for CP2 in Section C, occurred on
February 17, 2009, and Concurrence for CP2 in Sections A and B, occurred on August 22, 2013.

Concurrence Point 2A: Sections A(Walkertown), B(Belews Creek) and C(Stokesdale)
The Interagency Merger Team concurred on Point 2A, Bridging Decisions and Design Options for Detailed
Study in R-2577, Sections A, B& C. The widening and bypass alternative decisions were based on the
expected environmental impacts to local project resources, tallied from functional roadway designs in
segments 1& 2, of Section A. By request of US EPA, Segment 3, which spans Sections A& B, will be
studied further for the environmental impacts of a transitional widening alternative. Per the R-2577ABC
CP2 Meeting Agreement, anticipated environmental impacts from northern and southern widening
alternatives in Segment 3, were to be studied and presented during this meeting. During the CP2 meeting,
R-2577ABC team members felt no need to study a transitional widening alternative for Segment 3. The R-
2577ABC environmental documents and environmental permits will include all three project sections. This
portion of the meeting was the presentation of the further study of these three segments, requested by the
interagency team members during the CP2 Merger Team Meeting, held on August 22, 2013.
Both northern and southern widening alternatives of US 158 (Reidsville Road) were studied for Segment
1, in R-2577A. Segment 1 begins west of SR 2357 (Old Greensboro Road) and ends at the intersection of
SR 2385 (Darrow Road). This action is necessary, due to studying an avoidance alternative for the
Edgewood Baptist Church historic property, at the intersection of US 158 and Churchland Drive. The
northern alternative was chosen for the design of this widening segment.
Northern and transitional widening alternatives of US 158 were studied for Segment 2, in R-2577A.
Segment 2 begins at the intersection of SR 2385 (Darrow Road) and ends at the intersection of NC 66 (Old

Hollow Road). This action is necessary, due to studying an avoidance alternative for the Bel-Air Drive-in
historic property, located west of the intersection of US 158 and NC 66. The transitional study-alternative
for Segment 2, transitions between northern and southern widening designs, along US 158 within its limits
and was chosen for the design of this widening segment.
Both the northern and southern widening alternatives of US 158 (Reidsville Road) were studied in Segment
3, in R-2577A & B. Segment 3 begins at the intersection of NC 66 and ends west of SR 2011 (Flat Rock
Road). This action was necessary, due to the northern study alternative impacting almost twice the linear
feet of streams as does the southern study-alternative, while requiring five fewer residential relocations, no
business relocations, less wetland impacts and no pond impacts. Transitional widening alternative
environmental impacts will be studied and presented to R-2577ABC Interagency Merger Team Members,
during the upcoming project CP3 Meeting.
Proposed US 158 bypass alternative decisions were based on the expected environmental impacts to local
project resources, tallied from functional roadway designs in Alternatives 1 B, 2, 2A & 3, of R-2577C. The
proposed northern bypass alternative, Alternative 3, and the most southerly proposed bypass alternative,
Alternative 2, were chosen for further study in the Stokesdale area. These bypass alternatives incurred
fewer environmental impacts, than did the bypass alternatives no longer under consideration.
The R-2577ABC Merger Team favored removing the deteriorating, bottomless culverts at the Lowery Mill
Creek crossing (C 140) and at the Belews Creek crossing (C 144), and replacing them with dual bridges.
This action will preserve the existing streams and wetlands in these locations, and will promote animal
passage along these streams. There are many animal/ vehicle collisions occurring in the vicinity of these
existing culverts, due to the high deer population within the project limits. The project merger team
members also favored replacing the existing Belews Lake Bridge (B 164), instead of retaining this structure,
due to its current age and condition. Since Belews Lake is located in R-2577B, there is currently no funding
to construct this section of R-2577ABC, and no schedule as to when this construction might occur.
After these decisions were made, discussion arose concerning designing an interchange at the intersection
of the proposed US 158 Bypass Alternative 3 and NC 68, or at the intersection of the proposed US 158
Bypass Alternative 2 and NC 68, to accommodate the future truck traffic predicted to use NC 68 as a route
to I-40, in Winston-Salem. Concern was expressed that if an interchange was constructed south of
Stokesdale, intersecting NC 68, that tractor-trailer truck drivers would continue to use existing NC 65 and
existing US 158 to access the improved portion of US 158, west of Stokesdale. This action would defeat
the purpose of building the western portion of the proposed US 158 bypass around Stokesdale, near
Anthony Road, if US 158 bypass Alternative 2 was ultimately chosen as the recommended alternative.
The R-2577ABC Merger Team agreed that it was unnecessary to tour the project, following this meeting.
Other Items Discussed
In response to an inquiry by the NC WRC later in October 2015 after this meeting, deer collisions within
the project limits were researched. Since most of R-2577ABC is in deer habitat and the deer collisions are
concentrated in the vicinity of these two stream crossings, the proposed bridge replacements along US 158
(Reidsville Road) at Lowery Creek & Belews Creek will be adeyuate for the conduction of wildlife,
specifically deer, across US 158 within the project limits.
The R-2577ABC Interagency Merger Process Team will next meet in Raleigh, regarding Concurrence Point
3, LEDPA, and Concurrence Point 4A, Avoidance & Minimization. Thank you for your participation in
this R-2577ABC Interagency Merger Team Meeting. These meeting minutes summarize the topics
discussed during this meeting, and via email after this meeting.
