Dear Ms. Karoly,
We received notification in a letter dated 15 January 2008 that processing of the permit
application for the above referenced property has been placed on hold pending submittal of
additional information. The attached stormwater management plan is provided for your use to
address the additional information requested.
Item 1. Even though Stafford Land Company will not likely be responsible for constructing the
road that is anticipated in the western corner of the property, we will include it in the
proposed impacts (see drawing sheet C-1.0 "Stormwater Management Existing
Conditions/Demo Plan"). This impact is labeled Disturbed Wetland Area 3 and is 0.037
acre in size. This increases the total wetland impacts for this project to 0.24 acre.
Item 2. The attached plans include cross-section details at a scale of 1"=50'of the two culverts
proposed to allow for aquatic life passage (see drawing sheet C-6.1 "Stormwater
Management Plan Culvert Cross Sections").
Item 3. DWQ has misidentified this project as located in a Water Supply Watershed IV Critical
Area (WS-IV CA). According to the Stormwater Program Interactvie Mapper (see
screenshot below), this project is located within a Water Supply Watershed IV Protected
Area (WS-IV PA). High-density development within WS-IV PA is allowed up to 70%
percent built-upon area. The impervious acreage for this project is 54%.
The stormwater management plan was submitted to the Town of Lillington for review on
16 January 2008, and a watershed protection permit was issued on 22 January 2008.
Copies of the approved stormwater management plan and approval document are
attached.

Watershed Protection Permit
Dear Mr. Burns:
Per Article 5 of the Town of Lillington's zoning ordinance please find attached a
watershed protection permit in duplicate for the above referenced project. The proposed
commercial site, which is located in the WS IV (PA) watershed, will be developed under
the high-density option allowing 70% built upon area.
As required by the Town's ordinance, proposed stormwater wetland and bioretention
devices will be installed in order to treat the first inch of runofffor 85% TSS removal. In
addition, the proposed measures will treat for TN, TP and fecal coliform.
We trust the information provided will be sufficient for the Town of Lillington to accept
our permit application.
