SUBJECT: Regnest !or Revision of Ezisting CAMA Major Development Permit: Permit
# 20-07 for Second Bridge to Oak Island in Brunswick County; TIP R-2245; Federal
Aid Project STP-1105(06); State Project 8.2231201; WBS # 34407.1.1.
The North Carolina Deportment of Transportation would like to request a revision to CAMA Major Permit
# 20-07 for the construction of Second Bridge to Oak Island in Brunswick County, TIP R-2245.
NCDOT's co~acLor for this project has requested a revision to the proposed layout of the temporary work
bridges within the AIW W (Site 5, Sheet 7) and excavation of high ground within the AEC boundary to
provide access to these temporary structures. As currentty authorized, the work bridges are not accessible
by barge due to inadequate water depths and can not be accessed from lend due to the vertical bank along
the shorelines.
Therefore an the south (island side) of the AIW W, NCDOT is requesting approval to excavate a temporary
access road beginning at approximately Station 54+35 down to an elevation of 7 ft at the existing bulkhead.
The contractor also proposes to place a temporary sheet pile bulkhead along the shoreline between the
existing bulkhead and the work bridge to protect the shoreline and prevent discharges imo the AIWW. In
addition, the contractor is n~questing to shift the work bridge 20-ft to the west to assist in the construction
of the new permanent bulkhead. The contractor's proposal also eliminates the work bridge finger that is
parallel to the shoreline, reducing temporary impacts at this location by 2700 sq. ft. (Sheet 5-26, revised).
On the north side of the AIWW, the contractor is proposing to build a temporary access road beginning at
approximately Station 63+00 down to an elevation 7.5-ft at the proposed work bridges Temporary sheet
pile will also be installed along the shoreline where the access road joins the work bridges to help protect
the shoreline and prevem discharges into the AIWW. A reconfiguration ofthe work bridge is also required
which will eliminate the work bridge finger that runs parallel with the shoreline and replaces it with a 32 ft
x 120 ft work bridge parallel with the authorized work bridge and perpendicular to the shoreline (Sheet S-
27 revised). This reconfiguration increases temporary impacts for work bridges on the north side by 340
sq. ft.
In summary, this proposal reduces the open water temporary impacts for the work bridges by 2360 sq. ft
and does not include any additional encroachment toward the navigational channel. Furthermore, all
proposed excavation for the temporary access roads and installation of temporary sheet pile is within high

ground above mean high water with no impacts to 404 or coastal wetlands. All sheet piling and work
bridges will be removed when the required work as been completed and the access road will be back filled
and restored to the natural contours as much as possible. NCDOT will make every effort to stabilize these
areas with matting and naturnl vegetation, however given the steep vertical banks at this location the
Department would also request approval to stabilize these slopes with rip rap if required.
Therefore, NCDOT is hereby requesting a revision to CAMA Major Permit #20-07 to allow for these
proposed changes to the temporary work bridges and the eonstrudion of a temporary access road as
descn'bed above and depicted on the attached drawings. NCDOT acknowledges that 5100.00 may have to
be debited against the WBS element provided above if it is determined that this request is deemed as a
minor modification rather than a refinement.
Based upon comments from Mr. Dave Timpy (USAGE) and Ken Averitte (DWQ) at tbe field meeting on
September 6'~, the proposed revisions as described above would not require a modification to USAGE
Permit No. 199506041 and DWQ Individual Certification No.3609. Therefore by copy of this
correspondence, NCDOT is hereby providing the USAGE and DWQ with revised plan sheets for their files
as requested.
