While loading water into a hydro-seeder today, a Central Carolina Seeding hydro-seeder leaked around 10 gallons of diesel onto the ground from a fuel cap, while sitting on a mild incline with a full fuel tank. The leak occurred near the SB GPLs adjacent to Caldwell Station Creek. Central Carolina was unable to respond immediately and would need to deploy machinery from another location. With rain in the forecast, SCC initiated cleanup of the impacted material on their behalf. The HMM was contacted, and Carolina Environmental Response Team (CERT) responded to the site to remove the impacted soil. The removal is complete, CES Group has confirmed with a PID meter, and the loaded truck is waiting on the hauling restrictions to end at 7pm to leave the site. Per our earlier discussion, the HMM notified NCDENR in accordance with the HMMP due to the proximity (less than 100’) to surface waters. NCDENR has advised the required documentation listed below to be provided. Once this documentation is prepared and submitted on behalf of Central Carolina Seeding for closure, I will follow up with you to confirm. The fuel reportedly leaked from equipment left on-site by a subcontractor, Central Carolina Seeding. A petroleum release must be reported if it equals or exceeds 25 gallons, or if it causes a sheen on nearby surface water, or if it is discharged less than 100 feet from a nearby surface water body. The estimated 10-15 gallon release did not create a sheen on surface water, but because it occurred approximately 35-40 feet from a nearby stream, it was determined with your agreement that an incident should be reported to NCDEQ Mooresville Regional Office. Understanding that the release was first discovered about noon today, I called NCDEQ at approximately 3:00 pm. The individual I spoke with in the regional office UST Section indicated that Dan Bowser is the project manager for Mecklenburg County incidents, and that Mr. Bowser was then out of the office. He directed me to leave a voicemail for Mr. Bowser, and also directed me to the unit supervisor, Ron Taraban. Mr. Taraban returned my call, and due to the small quantity of the release, regardless of the distance to surface water, directed me to proceed as follows: -Perform visual observation of the removal of contaminated soils -Perform PID readings of the extents of the excavation 3 -Do not collect soil closure samples for lab confirmation -Prepare simple letter report to NCDEQ, summarizing cleanup actions taken, observations and PID readings No incident number was provided. Mr. Taraban indicated that he would notify Mr. Bowser of our actions. We will follow-up with Mr. Bowser tomorrow to confirm that we have satisfied NCDEQ requirements.
